IT Supervisor, Data and Development
Location: Software Services
Work Status: Full Time
THIS POSITION IS OPEN UNTIL FILLED.

SALARY: 97,516.00 - 121,895.00Salary USD

JOB SUMMARY: Under general direction,the IT SupervisorData and Development is responsible for providing leadership,expertise, and oversight for the Enterprise GIS, Data and Web systems utilizedwithin the organization. Directly supervises the GIS, Data and Web teams,coordinating with various stakeholders, and ensuring smooth operation ofcritical business systems and software applications. This role plays a vitalrole in aligning technology solutions with business objectives and drivingefficiency, productivity, and innovation across the organization.
ESSENTIAL JOB FUNCTIONS:

  • Directly supervises the activities of the Data Administration, Web, and GIS teams.
    • Communicates job expectations; plans, assigns, prioritizes, and reviews work.
    • Conducts performance evaluations.
    • Ensures employees follow policies and procedures.
    • Makes hiring, termination and disciplinary decisions or recommendations.
  • Identifies staff development and training needs and ensures training is obtained.
  • Establish, maintain, improve, and deepen, strong, effective working relationships with internal support teams, peers, vendors, and business partners to provide effective technical solutions.
  • Monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned programs, service delivery methods and procedures, and works with employees on the continuous improvement of city services.
  • Maintains a keen understanding of the technological and organizational needs of the city.
    • Analyzes requests for new applications, and other requirements.
    • Works with staff to design, develop, and implement required systems.
  • Develops and enforces standards and procedures for the development and operation of city solutions to ensure system stability and continuously improve functionality.
  • Communicate with customers or other departments on project status, proposals, or technical issues, such as software system design or maintenance, including both oral and written communication.
  • Adjusts work priorities, project schedules, resources, and work plans, as required.
    • Estimates staff needs and assigns work to meet completion dates.
    • Ensures materials and supplies are available.
  • Fosters a collaborative and high-performance work environment.
  • Analyzes information to determine, recommend, and plan development and installation of a new system or modification of an existing system.
  • Conducts research on new technologies to justify recommendations and to support purchasing efforts.
  • Reviews and approves technical designs.
  • Collaborates with leadership to assess near and long-term technology needs and strategic direction.

OTHER JOB FUNCTIONS:

  • Participates in committees and professional associations related to role.
  • Contributes to the preparation and management of the budget for the division as it pertains to systems within scope of the role.
  • Leads staff in the design, development, and delivery of software applications training programs and classes.
  • Reviews and approves End User Training Curriculum and End User Documentation for completeness and correctness.

MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:

  • Knowledge of IT Service Management frameworks and practices.
  • Knowledge of data security standards such as PCI, PHI, PII, and CJIS.
  • Knowledge of process improvement principles and practices.
  • Knowledge of current and emerging technologies and technology trends.
  • Knowledge of Geographical Information Systems (GIS) technologies, hardware, and software.
  • Knowledge of database management systems, data integration and data reporting tools and processes.
  • Knowledge of web development and management principles and practices.
  • Knowledge of system and application security threats and vulnerabilities.
  • Extensive knowledge of application and software design, development, testing, implementation, documentation, maintenance, enhancement, and decommissioning.
  • Skill in management, supervision, planning, communication, and interpersonal interaction.
  • Skill in organization, time management, facilitation, and coordination.
  • Skills in setting program goals and objectives that support the organizations strategic goals.
  • Ability to work irregular hours including evenings and weekends.
  • Ability to develop and maintain relationships at all levels of the organization and influence a variety of stakeholders.
  • Ability to plan, organize, and monitor subordinate employees work assignments to accomplish objectives.
  • Ability to recognize, analyze, and resolve a variety of situations and problems.
  • Ability to oversee multiple projects, initiatives, and other work assignments while maintaining prioritization and meeting deadlines.
  • Ability to make well-reasoned and timely decisions based on careful, objective review and informed analysis of available considerations and factors.

Qualifying Education and Experience:

  • Bachelor's degree in Computer Science, Management Information Systems, Business Administrator, Geographic Information Systems, or related field.
  • Minimum of 5 years of technical experience.
  • Or an equivalent combination of education and experience.

Preferred Education andExperience:

  • Extensive experience in one of the three IT fields with a working knowledge of the other two:
    • GIS
    • Database Management
    •  Web Development
