Job description

Duties

Duties will include working with radar and mission support system architects and engineers on the implementation of FAA required security controls. Work with ACG (radar) and AIS (mission support) to develop and maintain an Authority to Operate on all systems within the organizational domain. Oversee the implementation of the Risk Management Framework as a set of technologies and policies to ensure the safety of delivering new solutions to the National Airspace System (NAS).

Work in the Technical Category at this pay band is characterized by such assignments as:

  • Provides guidance to lower-level staff to address diverse, complex issues impacting the
    aviation/transportation industry. Works with managers advising on the development of guidelines
    and standards and prepares points of view used in forecasting trends and formulating policy.
    Develops plans, techniques, and policies to address current or anticipated problems and issues.
    Works with management to jointly solve problems. Provides policy guidance and instruction to
    others, both internally and externally.
  • Often serves as project manager or team leader planning, coordinating, and conducting projects and
    studies. Is responsible for developing, integrating, and implementing solutions to diverse, complex
    problems.
  • Analyzes trends, identifies problems and those factors most likely to impact operating costs,
    profitability, and continued compliance with regulatory requirements.
  • Proposes preventive actions and methods for ensuring FAA policies and practices align with
    emerging changes to transportation industry operations. May participate in the development of
    recommendations for new and innovative approaches to supplement broad policies and objectives
    that are only indirectly applicable to emerging transportation issues.
  • Typically exercises direct responsibility for completing tasking as part of the management of large,
    complex projects or programs. Identifies quality data sources for use in analyzing issues and
    assessing the impact of regulatory changes and proposing rulemaking changes/initiatives.
  • Plays a lead role drafting, reviewing, and editing reports or contractual documents for final approval
    prior to external distribution.
  • Undertakes extensive analysis to conduct studies and prepare reports addressing complex
    transportation industry problems.
  • Formulates recommendations, policies, or plans to solve problems or to interpret conditions.
    Prepares, reviews, and may approve organizational reports or policies for internal and external
    distribution.
  • Often represents FAA as a senior technical point of contact on projects, programs, and other work
    activities. Presents briefings to obtain consensus/approval of FAA economic analyses. Provides
    advice, guidance, and assistance to the manager and key management officials.

Characteristic information technology assignments in the Systems Administration specialization at this pay band include:

  • Leads the implementation of security programs designed to anticipate, assess, and minimize
    system vulnerabilities; e.g., intrusion detection or access authentication programs.
  • Coordinates the implementation of security programs across platforms
  • Establishes vulnerability reporting criteria.
  • Reviews proposed new systems, networks, and software designs for potential security risks.
  • Resolves integration issues related to the implementation of new systems within the existing
    infrastructure.
  • Implements higher level security requirements such as those resulting from laws, regulations, or
    Presidential directives.
  • Integrates security programs across disciplines.
  • Defines the scope and level of detail for security plans and policies applicable to the security
    program.

Performs other duties as assigned.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS 13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: experience with enterprise/system architects for POAM remediation of user access controls for remote systems; enterprise/system architects for the implementation of Zero Trust Architecture pillars; and knowledge of security standards and technologies to manage dependencies and vulnerabilities on radar and mission support systems.

AND

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

2. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
