DCSA's Office of the Chief Information Officer (OCIO) is seeking an Information Technology Specialist, Network Services Engineer. Incumbent serves as a subject matter expert on IT system engineering, including state of the art and emerging technologies and products. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Motivating and guiding others toward goal accomplishments by consistently developing and sustaining cooperative working relationships. Formulating ready system development recommendations for adjusting policies and projects to achieve targeted outcomes that capitalize on relevant business disruptions. Applying new information technologies and technical methods, procedures, techniques, or theories. Exercising sound, definitive, independent judgment in developing, issuing, evaluating, and negotiating information technology issues with internal and external organizations.
Specifically you will be evaluated on the following competencies:
1. IT Capacity Management - Plan or monitor to ensure Information Technology capacity meets current and future business requirements and performance metrics.
2. IT Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
3. Infrastructure Design - Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
4. Network Operation - Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities.
5. System Development - Apply IT systems development life cycle management concepts.Education: Substitution of education may not be used in lieu of specialized experience for this grade level.
