Position Information
The Department of Human Services (DHS) Homeless Services Program is seeking a Homeless Management Information System (HMIS) IT Support Specialist to serve as the primary point of contact for Built for Zero efforts, an initiative to reach functional zero for all persons experiencing homelessness in Arlington as part of a Community Solutions endeavor. The specialist reports to the Homeless Services/CoC Coordinator and works closely with the HMIS Lead Administrator in technical support implementing the HMIS and managing reporting requirements. The Homeless Services Program serves as the lead agency for the Arlington County’s Continuum of Care (CoC) which is the collective body of stakeholders working collaboratively to prevent and end homelessness in Arlington, Virginia.
Specific duties include:
- Developing, reviewing and submitting monthly reports to Community Solutions, for Built for Zero efforts as required;
- Assisting in the development of custom reporting tools and collaborating with Community Solutions technical staff and consultants;
- Attending Built for Zero meetings both for local coordination and regional peer learning;
- Consolidating data extracts from HMIS and providing support to HMIS end-users;
- Coding in Python to implement scripts and commands for data report outs to the CoC;
- Monitoring and maintaining Python scripts to current CoC standards;
- Extracting raw HMIS data in CSV files then processing performance outcomes for data quality analysis using Python;
- Validating HMIS projects and auditing data completeness;
- Creating a data universe, defining queries, creating report outcomes, and publishing report frames to live site in HMIS; and
- Preparing CoC monthly, quarterly, and annual project/system performance reports and supporting reporting functions, such as creating and maintaining custom HMIS reports using SAP Business Objects Suite (the Query builder for HMIS).
- Strong technical skills in the Python programming language with the ability to design and code in Python script;
- Extensive knowledge of office and IT ticketing procedures and standard customer service practices;
- Extensive knowledge and skill set using systems such as Microsoft Office Suite (Outlook, Access, Excel, PowerPoint, Word), managing electronic files and record systems;
- Strong familiarity with analyzing large data sets in Microsoft Excel; and/or
- Problem solving skills to gather relevant information to solve generally defined problems.

Selection Criteria
Education: Bachelor’s degree in Computer Science, Information Systems Management, Mathematics, or a related field; plus
Experience: Some experience in application training or user support, and operating or working with business applications.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirable: Preference may be given to candidates who possess one of more of the following:
- Knowledge of HUD HMIS regulations and data standards;
- Experience in Homeless Programs or other human services IT database systems requirements for program data collection;
- Professional skill set in SAP Business Objects, Web Intelligence, and Crystal Reports; and/or
- Basic SQL/Python coding experience.
Special Requirements
The applicant must possess, or obtain by the time of appointment, a valid driver license. The applicant must authorize Arlington County to obtain, or applicant must provide a copy of official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A pre-hire background check will be required, which may include the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Completion of a State of Virginia Central Registry Check.
Additional Information
Work hours: Monday- Friday, 8:00 am to 5:00 pm, with some flexibility to work evenings and weekends as needed. Some telework may be available contingent upon supervisor approval and workload needs.
This is a grant-funded position and contingent upon funding availability.
