Job description

Duties

As a IT Specialist (APPSW), you will be responsible for duties to include, but are not limited to:

  • Serves as an Application Programmer, to build complex database driven applications that impact USAGM, TSI, and VOA enterprise news organization operations.
  • Develop programs and applications critical to the user community, ensuring timely and accurate data delivery.
  • Conduct detailed analyses to determine user requirements and translate them into plans of action, impact statements, resource utilization, utility, and cost/benefit ratios.
  • Analyze poorly documented programs and applications, repair, modify, update, and document them.
  • Design and coordinate procedures and testing to ensure error-free, reliable, and optimized agency code. Interpret and utilize information derived from test results.
  • Work as part of a team on wide-ranging, complex computer projects that often span several years.
  • Planning, designing, implementing, monitoring, and evaluating testing methodologies and actions to determine systems efficiency and effectiveness.

Qualifications

Applicants must have IT-related experience demonstrating each of the four (4) competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance. To resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
AND
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience for this position includes ALL of the following:
  • Expertise in Office 365 and SharePoint environments;
  • Skill in SharePoint development (such as forms, workflows, and building out pages). Must have experience doing form development in Power Apps;
  • Developing dynamic web-based database applications (MS SQL, ORACLE, .net);
  • Creating tasks to complete enhancements and additions to the system; AND
  • Analyzing customer requirements and developing programs or applications to meet those needs
NOTE: Applicants must ensure their resumes reflect their experience with all of the above specialized experience criteria.
Desired skills: Experience with various programming and scripting tools including PowerShell; AND Ability to work in a fast-paced work environment to provide solutions to agency employees.
