Primary Function/General Purpose of Position
Under the direction of the System Director IT Sourcing, the I&T Sourcing Specialist I analyzes, organizes, and improves sourcing processes for the I&T Function of BSMH with the goal of streamlining operations and reducing costs. This role will require an understanding of business and how the provided vendor contracts contribute to those outcomes to effectively measure the value they offer to the organization. The incumbent will review existing procurement systems, vendor agreements, licensing agreements, logistical agreements and workflow systems, while scheduling for renewals, replacements and/or cost savings.
Essential Job Functions
Maintains strong relationships with vendor representatives, assists in contract/pricing negotiation.
Acts as a liaison between software vendors and customers to ensure customer needs and requirements are properly communicated to the vendor and that vendor offerings are tailored to meet needs, with measurable outcomes.
Monitors the performance of vendors and ensuring that they meet the established service level agreements (SLAs) and performance metrics.
Escalates identified performance issues to appropriate stakeholders and work with vendor to resolve.
Evaluate BSMH’s technology needs and recommend the best approach for meeting those needs through building capabilities in house, buying from a vendor, or partnering with a third- party.
Ensures understanding of contract by functional, market or ministry leaders.
Manages intellectual property and software license management by ensuring all software is properly licensed and the Ministry is in compliance with licensing agreements.
Assists with any internal or external audits of licensing compliance.
Reviews performance metrics with suppliers to identify areas for improvement and discuss performance.
Creates implementation plans with partners, tracks and monitors success that align with ministry objectives.
Communicates with vendors and internal stakeholders via established communication channels, updates on progress and issues and addressing questions or concerns.
Monitors rewards / penalties on vendor performance.

Education
Bachelors, Information systems, business or other related field (required)
MastersBusiness Administration or applicable technical field (preferred)
Work Experience
3 years’ experience in an IT services role or related field of vendor or program management, contract negotiation, and/ or technology financial management (required)
Prior experience at or managing IT services contracts (preferred)
Procurement and negotiations, pricing, vendor performance management
Prior experience in healthcare (preferred)
