Duties
  • Serves as a Subject Matter Expert (SME) on assigned projects, working groups, and integrated product teams (IPTs) to provide senior technical direction, guidance, and leadership for
  • orchestrating the development, integration, maintenance, and operations of DLA systems.
  • Directs implementation of assigned project segments providing expert guidance on the rapid implementation and development of Enterprise business capability utilizing
  • Commercial Off -The- Shelf (COTS), Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages.
  • Responsible for analyzing critical system requirements in response to business requirements, risks, and costs; evaluating, selecting, verifying, and validating the systems software environment;
  • evaluating, selecting, and installing compilers, assemblers, and utilities; and integrating hardware and software components within the systems environment
  • Responsible for planning, organizing, and ensures the successful execution of the testing efforts.
  • Produces and maintains relevant evidentiary matter for software design, testing, customer support, production support, and/or activities that comply with the Agency's Audit Strategy.
  • Plans and coordinates efforts of government and contractors involved in new development , technology advancements, upgrades, design, and/or developmental engineering of medical logistics software systems.
  • Performs continuing analysis and feasibility evaluations of software/hardware proposals, trends and concepts in terms of validity in user environments, impact on
  • invested operating systems and user organization, implications regarding adequacy of hardware facilities, cost-effectiveness, trade-offs, etc.
  • Directs requirements gathering within one or more business functional areas to develop a comprehensive functional and technical specifications and manage changes to requirements.
  • Evaluates feasibility developing solutions utilizing various low-code development tools such as ServiceNow, etc.
  • Establishes incremental implementation strategies and technical foundations in alignment with enterprise goals.
  • May perform as Contracting Office Technical Representative (COTR) and expert in the knowledge and procedures necessary for coordinating and evaluating timelines associated with acquisition process of
  • IT services, software licensing, sole source justifications, and development of technical evaluation factors in support of assigned programs/projects outsourced to commercial activities.

Qualifications
To qualify for an IT Program Manager (PLCYPLN) your resume and supporting documentation must include:
A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Performs expert level skills in IT concepts, principles, and practices to plan, direct, and evaluate projects for Automated Information Systems.
  • Applies analytical theories, principles, concepts, methods, and techniques related to mathematical and statistical analysis to formulate and conduct studies and analysis.
  • Possesses extensive experience in test and evaluation techniques; large-scale software deployments; and system development life-cycles.
  • Plans and coordinates efforts of government and contractors involved in development, technology advancements, upgrades, design, and/or developmental engineering of logistics software applications.

B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
This position requires an Program Management (A) / PM, Advanced acquisition certification. The incumbent has 60 months to achieve this certification
