The IT Department is currently seeking an IT Project Manager II to develop and implement project efforts that utilize Information Technology solutions.
This position offers a remote/hybrid work schedule arrangement within the Southside and Peninsula areas. The Project Manager duties include, but are not limited to:
- Follow project management standards and procedures promoted by the IT Project Management Office
- Manage a portfolio of medium to large, moderate to high complex projects and work with business areas to prioritize work requests, using standard project methodologies.
- Consult with Subject Matter Experts (SME) to document existing process, research best practices and propose future process in the spirit of continuous improvement. Develop and maintain a productive working relationship with key technical stakeholders and vendors.
- Define functional and business requirements based on needs collaboratively with the SME. Apply project processes to include initiation, planning, execution, monitoring, and closure activities following PMI practices.
- Develop project charter, scope, business requirements, test plans, and project plans.
- Work with stakeholders to manage deliverables and project timelines and obtain project sponsor’s approvals.
- Provide status updates and report to internal and external stakeholders on a regular basis.
- Assist in defining business metrics to manage and improve processes.
- Negotiate conflicts and resolve issues as they arise. Identify and manage project issues and track resolution.
- Analyze and prioritize risk and assess potential project impact. Develop and maintain risk plans, processes, and systems to mitigate risk.
- Responsible for project communications to leadership, the stakeholder community, and project team.
- Provide work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts.
- Identify ways to resolve scope, schedule, budget, and quality issues. Conducts in-depth root cause analyses and participates in Change Management deliverables.
- Conduct ongoing project meetings with the project team and provide summary notes with clearly defined action items.
- Conduct formal sessions with project teams to capture and analyze lessons learned from related projects to identify opportunities for improvement/reuse.
- Consistently keep the project plan up to date using the Project Management tool to include schedules, activities, dependencies, milestones, risks and achievement, notes, and updates.
- Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Minimum Requirements:
MINIMUMS: Requires a Bachelors Degree in IT, Engineering Business Administration with an emphasis in logistics/project management and four (4) years of progressive professional experience in fields utilizing the required knowledge, skills and abilities, and associated with such positions as Project Manager; or any equivalent combination of experience, education (above the high school level) and training to eight (8) years which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the Citys operational status.

Preferences:
- Strong Preference: Work experience managing multiple IT projects.
- Bachelor’s Degree or higher in IT, with focus on IT Engineering or IT Business Management or related fields
- PMP certificate issued by PMI, and knowledge of Project Management Body of Knowledge (PMBOK)
- Experience with both waterfall and agile project methodologies and processes
- Six or more years of IT and business/industry work experience including business analysis, requirements gathering, project management, strategic development, testing, deployment of systems, and life cycle management.
- Strong verbal and written communication skills
- ITIL (Information Technology Infrastructure Library certification)
- Strong people skills and ability to work with highly technical as well as non-technical personnel and stakeholders.
- Familiar with local government policies and procedures
