IT Project Lead

(Full Time, Exempt)

Hiring Range is $62,192 to $78,000 annually based on qualifications, education and experience as it relates to the position.

Position Summary:

Under direction of the Director of Information Technology, this position is responsible for identifying, prioritizing, authorizing, managing, and controlling projects and programs to achieve specific strategic business objectives. Performs duties in a manner consistent with the stated values of the organization.

Essential Duties:

  • Oversees all project management phases, such as project initiation, planning, execution, monitoring and controlling and project closure.
  • Assists in the evaluation of new tools, technologies, and programs and considers the viability for use within the District.
  • Develops written request for proposals and manages the vendor selection process according to District RFP procedures and policies.
  • Develops comprehensive project plans that merge customer requirements with District goals.
  • Manages assigned IT projects to ensure adherence to budget, schedule, scope of project, and resource requirements.
  • Monitors project progress continuously and make detailed scheduled reports on measurable items, such as milestones and deliverables. Realigns schedules and expectations as needed.
  • Works with District management to identify project participants and team members.
  • Communicates proactively with all involved personnel to provide encouragement, advise, identify problems, create solutions, and implement efficiency improvements.
  • Reviews proposed modifications on project plans, including meeting with interested parties to approve and implement beneficial changes.
  • Prepares project status reports by collecting, analyzing, and summarizing information and trends.
  • Manages external vendors for project execution according to the proposal.
  • Functions as liaison to pertinent District employees and groups to achieve cooperation on joint projects.
  • Coordinates and provides training for District staff members on proper use of applications, computer systems, and other equipment as needed.
  • Oversees the testing of systems for correct functioning by critically examining information for accuracy, ruling on questions of procedure as applied to projects, and maintaining detailed records of the process.
  • Works jointly with the user departments to define information requirements and operational needs, questions of system intent, output requirements, input data acquisition, internal checks and controls, and conformance with other standards.
  • Regularly interacts and troubleshoots with external vendors, suppliers, and consultants.
  • Assists on special projects that may include research, disaster recovery, integrations and interfaces, server support and maintenance, and QA testing on programs and applications.
  • Ensures that all work complies with District policies and procedures; software licenses; and applicable state and federal laws and regulations including data security, privacy, and intellectual property laws.
  • Works jointly with the end users and the user departments to define information requirements and operational needs, questions of system intent, output requirements, input data acquisition, internal checks and controls, and conformance with other standards.
  • Develops and maintains professional relationships with District employees, vendors, and citizens.
  • Responds tactfully, respectfully and in a timely manner to inquiries and problems in person, through email, phone and mail by providing helpful information and explanations in-line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.
  • Attends and participates in staff meetings, trainings, and orientations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the assigned area by learning new systems, methods and processes associated with information technology and project management.
  • Attends work on a regular, reliable and punctual basis.
  • This position is required to work evenings, weekends and on-call hours.

Education and/or Experience:

  • Bachelor’s degree in computer science, Information Systems/Technology, or closely related field preferred.
  • Three (3) years’ experience in software development, system administration, network administration or cybersecurity administration.
  • Three (3) years’ working experience with information systems project planning, designing, developing and implementing information systems and projects.
  • Demonstrated ability to handle multiple projects.
  • Knowledge of computer applications and information systems.
  • Project Management experience.
  • A comprehensive understanding of ITIL and Agile practices and processes.
  • Any combination of experience, training and education that demonstrates the required knowledge, skills and abilities to perform the essential functions of the position may be considered.

Licenses, Certifications, and Other Requirements:

  • Certified Associate in Project Management (CAPM) or Project Management Institute Agile Certified Practitioner (PMI-ACP) or ability to acquire certification within six months of employment.
  • PMP certification from Project Management Institute (PMI) preferred.
  • Must possess a valid Colorado Driver License or the ability to obtain upon hire and maintain an acceptable driving record.
  • Scrum certification from accredited organization preferred

Necessary Knowledge, Skills and Abilities:

  • Knowledge of project management principles, concepts, and practices.
  • Knowledge of system development lifecycle used for the development of new systems and enhancements to existing information systems.
  • Knowledge of advanced concepts and basic operating principles of data communications and information systems hardware and software.
  • Knowledge of Agile methodology, to direct and coordinate the day-to-day activities, tasks and deliverables required from the project team according to the project plan.
  • Knowledge of current ITIL Framework and the ability to manage an infrastructure project as a service by directing and coordinating the day-to-day activities, tasks and deliverables required from the project team according to the project plan.
  • Knowledge of systems development lifecycle approaches as they apply to project management for the establishment, management and delivery of IT products and solutions.
  • Knowledge of assessments and compliance methodologies including ADA, WCAG 2.1, Section 508, and PCI.
  • Ability to coach leaders, teams, and developers in Agile practices and mindsets.
  • Ability to transition service including transition planning and support, release/deployment management, service validation and testing, change management, service asset and configuration management, and knowledge management.
  • Ability to resolve conflicting high-priority requirements.
  • Ability to communicate the needs of others effectively.
  • Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.
  • Ability to conduct training and informational sessions.
  • Ability to communicate effectively, build consensus, facilitate working sessions, and negotiate solutions and alternatives.
  • Working knowledge of Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and Project.
  • Ability to maintain favorable public relations and perform problem/issue resolution.
  • Excellent communication skills to express facts, data, and ideas clearly and concisely both orally and in writing.
  • Must be highly motivated and take direction well.
  • Excellent interpersonal skills with the ability to provide outstanding customer service, establish and maintain effective working relationships, and interact with others in a professional manner.

  • Must be competent in Visual Basic, ASP.NET or C#, web forms, JavaScript, CSS, Entity Framework, Internet Information Services, Microsoft SQL Server and HTML.
  • Ability to work evenings, weekends and on-call hours.

Material and Equipment Used:

  • Regularly uses a personal computer, Windows Servers, various hand tools, keyboard, mouse, tablet, smart phone, laptop, and ladders.
  • Regularly uses standard office equipment including phone, printer, and photo copier.
  • This position may need to drive a District and/or personal motor vehicle to various off-site facilities.

Working Environment:

  • Works primarily in an office environment subject to interruptions and background noise.

Physical Requirements:

  • Sedentary work at a computer for long periods of time.
  • Occasional physical work lifting up to 60 pounds.
  • Extended periods spent walking and standing.
  • Required to use hands and fingers to handle, manually manipulate, or feel objects, tools or controls; reach with hands and arms; and stoop, kneel, crouch or crawl.
  • Frequent hand/eye coordination to operate personal computer and office equipment.
  • Must walk upstairs and may occasionally climb.
  • Must bend, squat, kneel and crawl under furniture.
  • Required to access equipment that is located outdoors, in attics, basements, or in high-traffic areas.
  • Vision for reading, recording and interpreting information. Vision acuity to see close-up and at a distance with the ability to adjust focus allowing a broad field of vision.
  • Speech communication and hearing to maintain clear and effective communication. Must understand and be understood.
