This is supervisory and professional work coordinating teams of professional, technical or contract personnel in planning, developing, and implementing a number of large and important projects or a project of major scope and importance.
Positions allocated to this classification report to a designated manager or director and work under general supervision. Work in this class is distinguished from other classes by its emphasis (over 50% of the time) on the coordination, motivation, and guidance of professional and technical staff or contractors engaged in a single project of large scope and importance, several substantial projects, or controversial projects affecting the effectiveness and viability of the organization. Candidate should have strong negotiation skills, able to gather in-depth requirements and be a seasoned Enterprise Project manager. This position is also distinguished from lower classifications by supervisory responsibilities. Candidate will function as a Team Lead within the Project Management Office (PMO), providing guidance/support and may oversee daily operations of the IT Project Leaders.
Position will be fully On-Site for the duration of probationary period and may be offered hybrid options post the successful completion of probation.

SUMMARY

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Supervises, coordinates, and directs professional and technical personnel, outside consultants and contractors on major or multiple projects related to the implementation of a significant utility-related initiative.
Supervises, coordinates, and trains engineering groups including level I, II, III, and IV, utility designers, Team Leaders, engineering technicians, and/or other support personnel. Provides guidance, assistance, and interpretation to others.
Handles projects involving exploration of subject area, definition of scope and selection of problem for investigations, and development of novel concepts and approaches.
Develops and implements a plant performance or reliability monitoring and enhancement program. Initiates a step change in operating knowledge across the organization.
Coordinates the preparation, review, and approval of related analyses, specifications, and reports for complex projects. Develops and makes technical presentations.
Applies economic analysis knowledge to compare alternative and to review and approve economic analysis and recommendations prepared by others. Interprets results to support policy, ratemaking, or budgeting.
Consults with senior utility management and officials concerning their plans for future support and training related to the project assigned. Works with management to prepare budget requests for area of responsibility. Monitors expenditures.
Assists in the development and implementation of related standards and operating policies and compliance with them by staff and users.
Prepares technical specifications for bids, initiates contract negotiations, evaluates proposals and bids, and maintains extensive contact with key engineers and officials of the organization.
Attends work continuously and regularly.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
Will be required to respond under emergency conditions.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university with major course work in business, computer science, engineering, math, or related field; and eight (8) years of experience in the area of assigned responsibility, with two (2) years in governmental accounting, and two (2) years of demonstrative leadership and supervision of subordinate professionals; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License required within 30 days of appointment and at all times while employed in this classification.
Certifications
Current certification as a Project Management Professional from the Project Management Institute or a Certified Project Manager preferred.
KNOWLEDGE, SKILLS AND ABILITIES
Demonstrated proficiency with MS Office Suite or equivalent software.
Proficiency in specialized software utilized by the hiring department may be required.
Ability to work under supervision that is essentially administrative, with assignments given in terms of broad general objectives and limits.
Ability to exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory judgment or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Ability to unilaterally address customer requirements.
Demonstrated effective written and oral communication skills including persuasion, consensus building, and negotiations of critical issues.
Ability to develop new approaches to problems as encountered.
Ability to resolve a variety of complex problems such as conflicted design requirements, unsuitability of standard materials, and coordination of personnel.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
May work at heights of over 100 feet on open grating or from aerial devices required.
Work may require physical strength and agility sufficient to safely perform all essential functions.
Work may require use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, and head protection.
WORK ENVIRONMENT
Work may require performance of tasks outdoors under varying climatic conditions.
Work may require exposure to hazardous conditions and noxious chemicals.
Work may require performance of tasks in extreme heat and confined areas.
