Job description

This position is scheduled for telework, but the incumbent will be required to come into the office in Olympia for occasional meetings.


The ideal candidate for the IT Business Analyst: Finance Transformation-Virtual (IT Business Analyst Senior/Specialist) position at the Employment Security Department (ESD) should be proficient in the technical aspects of the Cost Allocation System (CAS) and Chart of Accounts (COA) design. Familiarity with the Next Generation Tax System (NGTS), Unemployment Tax and Benefit (UTAB) system, and the Paid Family Leave (PFML) system would be beneficial.


They should have an understanding of Department of Labor approved allocation methods and federal transactions, and experience with financial systems that record and report large volumes of revenue and expenditures. A proven track record of leading projects to enhance and support organizations with the objective of maintaining confidentiality, integrity, and availability of assets is essential. Experience with continuous business process improvement is a plus.


The candidate should be able to oversee, evaluate, and perform complex planning and design of applications and other technology products, processes, and services that integrate and/or interface with multiple solutions. They should be able to independently apply senior-level technical consulting to evaluate and resolve complex application functionality and project issues. Out-of-the-box thinking and decision-making skills are essential.


As a senior-level Business Systems Analyst, the ability to coach, mentor, and perform knowledge transfer with other Business System Analyst staff through complex issues in gathering, analyzing, and documenting requirements is crucial. The candidate should have experience supporting cross-division interface integration requirements between systems like CAS and OneWA's new ERP to ensure incoming and outgoing data is accurate and timely.


Finally, they should have experience leading the requirements and testing validation of systems like the CAS, which impacts an organization's ability to adhere to DOL's and other federal cost allocation requirements. This position offers the opportunity to work on critical financial systems and contribute to the financial integrity of the ESD. The ideal candidate will be ready to take on these challenges and make a significant impact on the organization.

Responsible to perform business and technical requirements definition for small to large and highly complex application solutions. This includes:

  • Determine business and technical requirements based on product owner, subject matter expert (SME) and technical knowledge.

  • Lead requirements analysis and verification activities

  • Lead requirements and testing validation of the CAS

Responsible for change management for highly complex enhancements to mission critical financial applications and systems. This includes:

  • Acts as the technical expert and agency liaison to internal/external stakeholders

  • Perform ongoing strategic analysis when a business need is identified in order to assess the type of change needed

  • Prioritize incoming work requests by considering business need

Troubleshoot system failures reported by business staff and external stakeholders. This includes:

  • Acts as the expert on system functionality, features, system issues and unresolved system problems than cannot be solved by lower-level staff

  • Identify data dependencies and impacts to interfaces across applications within and outside the agency

  • Participate with other IT specialists in root cause analysis

  • Bachelor's degree in Computer Science or closely related field AND seven plus years of demonstrated experience of information technology experience such as consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff that performed work in any of these information technology disciplines.

  • OR a combination of education and relevant IT experience.

AND:

  • 5 years plus progressive experience in leading requirement elicitation and management of requirements, and documenting technical and functional requirements, software specifications and system diagrams.

  • 5 years plus progressive experience in, and demonstrated aptitude for, independently developing and monitoring highly technical system documentation standards.

  • 5 years plus progressive experience in, and demonstrated ability to analyze highly complex, high visibility technical issues and requests, presenting concise, relevant, and well-documented findings in alignment with industry best practice as well as internal policy and procedures.

  • 5 years plus progressive experience in and demonstrated experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation and resolution strategies.

  • 5 years progressive experience in, and demonstrated aptitude for, independently developing and maintaining process standards for system requirements and documentation in the Software Development Lifecycle (SDLC) processes such as Waterfall, Agile or other methodologies and processes.

  • 5 years progressive experience in, and demonstrated aptitude for, leading requirement elicitation and documentation standards in Agile and Waterfall development environments.

  • Working-level technical consulting skill - provide long term strategic and change management consultation.

Additional Requirement of Employment:
