Information Technology (IT) provides technical services, manages the county's technical resources, and provides consulting services for technology improvements through three programs: Administration, Operations, and Technology Solutions. These programs provide a complete range of technology services which include strategic planning, new service design, business analysis, project management, security risk management, data security, applications delivery and support networks, servers and storage, desktop and mobile management, database administration, and end-user support through the service desk.
GENERAL STATEMENT OF DUTIES
An IT Administrator will provide enterprise support; plan, design, maintain, and implement services within a specified technical discipline. Assist and support IT employees to resolve technology development and integration issues and accommodate growth and expansion. Responsible for the performance, security, and operations of specific assigned systems. Technical disciplines:
Network Administration - Responsible for the county's local (LAN) and wide (WAN) area networks. Large local area networks with multiple files, application, print servers, routers, switches, firewalls, intrusion prevention systems, and wireless devices. Coordinate and perform installations of internet work connections, connections to host computers, and other related network communications.
Systems Administration - Responsible for enterprise servers, storage, authentication, cloud services, enterprise operating systems, computer systems security, all related enterprise computing hardware infrastructure, administration, and configuration. Large servers, virtual hosts, virtual servers, enterprise storage systems, directory services for identity and access management, and enterprise cloud services.
SUPERVISION RECEIVED
Work under the general supervision of an IT Supervisor, IT Manager, or designee who assigns work, establishes goals, and reviews work for conformance to technical and department standards and in compliance with department goals.
SUPERVISION EXERCISED
Supervision is not a responsibility; however, this classification may include lead worker duties as defined in the Marion County Personnel Rules.
DISTINGUISHING CHARACTERISTICS
An IT Administrator will independently perform journey-level work for one or more assigned systems and may occasionally function as a project lead. Duties vary and may be difficult in character, but usually involve limited responsibility with lead guidance. Participate in the development and installation of new systems or upgrades and apply advanced problem resolution techniques to systems within the technical discipline. Assignments require some evaluation, originality, or ingenuity.
An IT Administrator differs from an IT Administrator Senior who is the expert responsible for all systems within the assigned technical discipline and apply thorough knowledge and understanding of advanced concepts, practices, and procedures. Duties vary and involve an elevated level of complexity, with responsibility for the work product of an assigned team of journey-level employees and ongoing project management. Assignments require considerable evaluation, originality, or ingenuity.
Typical Duties - Duties include, but are not limited to the following
Infrastructure Governance and Lifecycle Management:
  • Responsible for implementing, documenting, and decommissioning infrastructure and services in alignment with business and departmental objectives.
  • Develops, implements, and maintains standards, processes, and procedures for monitoring, managing, and maintaining infrastructure.
  • Collaborates with project managers and technical services teams to identify and mitigate issues.
Technology Support and Management:
  • Monitors infrastructure for performance, capacity, and potential risks.
  • Manages infrastructure to meet configuration, capacity, security, and availability requirements.
  • Conducts proactive patching, lifecycle replacement, and routine maintenance.
  • Communicates maintenance downtime and ensures adherence to change management procedures.
  • Provides technical support for assigned infrastructure.
  • Collaborates with Support Operations, Development, and customers to resolve incidents and problems promptly.
  • Offers support to technical teams through documentation and acts as a subject matter expert for the assigned infrastructure.
Infrastructure Support:
  • Provides technical support for the infrastructure assigned.
  • Collaborating with Support Operations, Development, and our customers to ensure that infrastructure related incidents and problems are resolved in a timely manner.
  • Provides support for technical teams through documentation, guides, and acts as a subject matter expert for the infrastructure they are assigned.
Other Job Duties:
  • Participates in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform the job.

Requirements for the Position
EXPERIENCE AND TRAINING
  1. Bachelor's degree in computer systems or related area; AND
  2. Two years of responsible technical experience in enterprise infrastructure related discipline; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Typical Work Schedule: Monday through Friday, 8:00 A.M. - 5:00 P.M., with flexibility depending upon the needs of the department and program.
  • Must be available to perform assigned rotating after-hour duties.

KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of enterprise infrastructure; hardware and software installations; advanced research and analysis concepts and techniques; project management techniques; and general planning concepts.
Network Administrator - Range of computer and networking software and hardware systems, web services, and related technologies; LAN/WAN layout and troubleshooting; infrastructure requirements and standards; computer security systems, applications, procedures, and techniques.
Systems Administrator - Workstation and server building/repair; operating systems and infrastructure applications; LAN/WAN layout and troubleshooting; remote administration and login scripts; virus prevention and security measures.
Skill and ability to communicate effectively both orally and in writing; convey technical and complex information; troubleshoot and resolve user concerns and operational problems; assess capacity and future needs of enterprise infrastructure; perform enterprise infrastructure installations; train and direct others in use of system; coordinate and implement projects; establish and maintain cooperative working relationships with system users and other county personnel. Ability to plan, schedule and implement system changes or upgrades to production systems with minimal user impact.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
