The Iowa Department of Natural Resources is seeking applicants for an Accountant 3 vacancy to serve as the Department's Internal Audit Manager. This position works closely with the Department's Chief Financial Officer and is responsible for managing the Department's financial activities and tasks required to meet GAAP (Generally Accepted Accounting Principles); for representing the Department in coordination for audit work by the Auditor of State and any related federal fiscal reviews, and developing and maintaining internal controls and financial procedures. Specific duties for this position include:

  • Manages day to day oversight of the Department's internal accounting system. This work includes reviewing existing accounting systems, revising and updating accounting procedures, reviewing and incorporating audit recommendations, developing and managing third-party vendor contracts, and researching related GAAP and internal control standards.

  • Provides professional advice to Budget and Finance staff in the resolution of difficult accounting problems and answers inquiries from other departmental personnel concerning accounting procedures and policies.

  • Directs the compilation of financial data for the Department's annual GAAP, ensures its timely submittal and responds to questions from the from the GAAP team and Auditor of State regarding the information.

  • Ensures that the daily cash balance will cover necessary cash flow needs, and initiates internal transfer documents if funds are needed. Ensures timely cash flow and revenue balancing is completed and reported as necessary.

  • Serves as Bureau liaison for all e-payment systems. Ensures that all state and federal tax and budget requirement reporting components/requirements are included as part of the initial design and that ongoing e-payment systems are reconciled against the state accounting system on a monthly basis.

  • Serves as the primary contact for all State Appeals Board claims and coordinates the processing of these expenditure claims with Department of Administrative Services, State Accounting Enterprise (DAS/SAE), Department of Management (DOM) and the Attorney General's Office. Tracks reverting and non-reverting funds to ensure claims are processed timely when revenues become available and makes decisions related to the appropriate funding source for the payment of all Appeals Board claims.

  • Performs secondary approval audits and approval for all types of documents needing payment within the Department.

  • Serves as the liaison between the Department and Auditor of State on all matters pertaining to the annual audit. This position will be the first and primary contact on all audit related matters and will manage the Department's processes for responding to Audit comments and implementing changes in response to audit comments.

  • Provides technical assistance and financial training to internal customers on strengthening and maintaining proper internal controls. This work includes drafting and editing internal department communications and changes to DAS/SAE procedures, creating and delivering budget and finance training to internal customers, leading the creation of standard operating procedures related to fiscal management.

  • Serves as the liaison between the Department and Auditor of State on all matters pertaining to the annual audit.
  • Works effectively with internal and external stakeholders.
  • Analyzes state and federal laws, rules, regulations and guidance and develops accounting policies and procedures to comply with existing and new requirements.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable).
