Summary
This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination and Support Directorate, Office of Design and Engineering, Interior Design Division (OBO/PDCS/DE/ID). The incumbent serves as an Interior Designer responsible for planning and coordinating technical requirements pertaining to the design, construction, acquisition, and maintenance of U.S. Government-owned and operated buildings in overseas countries.

Duties
  • Responsible for maintaining space standards, developing space programs, and coordinating interior details and furniture specifications and procurement for U.S. diplomatic facilities.
  • Utilizes industry software to include AutoCAD, REVIT, Indesign and BIM tools.
  • Serves as a Contracting Officer's Representative, exerting control over the management of government funds in support of the design of overseas facilities.
  • Develops and maintains technical documents to include scopes of work, budgets, schedules, and trip reports and project narratives.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which the applicant performed work concerning the design and alteration of interior spaces to meet functional and aesthetic needs such as:
  • Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
  • Performing services relative to interior spaces including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
  • Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
  • Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
  • Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

In addition, qualifying specialized experience must demonstrate the following:
  • Experience advising stakeholders on furniture specifications and interior design packages
  • Experience creating designs and sketches utilizing commercial design industry software and tools such as REVIT, AutoCAD, Indesign, and BIM tools.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:
  • Knowledge of architectural industry, design process, and design industry practices.
  • Knowledge of commercial interior design industry to include space standards, space programming, space planning and managing the interior fit-out of a large-scale commercial facility.
  • Knowledge of budgeting, contracting, work scheduling, procurement and associated skills involved in project planning and supervision.
