The Supervisory Instructional Specialist is to function as the educational system specialist and lead Learning Officer for all employees in the VA Salt Lake City Health Care System, including it's facilities and clinics. Will serve as the Designated Learning Officer (DLO), and in this role will have primary responsibility for the overall education program including but not limited to employee education, professional and leadership development, continuing medical education, and library services.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Basic Individual Occupational Requirement (All grade levels in this occupational series): Applicants must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in education or in a subject-matter field appropriate to the position or possess a combination of experience and education that meets the basic Individual Occupational Requirement of the position to be filled.
Specialized Experience: At the GS-13 grade level, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
- Expert knowledge in the broad area of staff and employee education. DLO uses expert knowledge of education program to adapt and extend established concepts and methods and develops proposals for innovative alternative approaches from the standpoint of educational soundness, likelihood of success, feasibility, cost, priority, and consistency with overall objectives of the medical center.
- Expert knowledge of training and development research, new technologies and principles of adult learning to develop high quality, outcome-based and cost-effective educational programs which utilize innovation, creativity and variety in approaches.
- Knowledge of fiscal policies/procedures and the ability to keep financial records, track, and analyze spending trends and maintain fiscal accountability to ensure that education has adequate funds to support its programs, stays within allocated budget, ensures funds are used effectively and for the purpose for which they were allocated.
- Extensive knowledge of accepted learning principles and instructional methods necessary to identify and assess learning needs, develop educational goals and objectives, design curriculum/lesson plans, identify and utilize appropriate educational tools, and conduct, evaluate, and revise training for both staff and patients as identified and needed.
- Knowledge of evaluation methods and techniques and ability to analyze and evaluate educational programs, activities and resource strategies from a variety of complex data and draw sound conclusions on how the information impacts program areas and administrative policy.
- Knowledge of library resources, including medical reference, computerized information retrieval, acquisitions, and cataloging and classification.
- Knowledge of skills related to business planning, marketing, budgeting and public relations to potentially generate revenue through grants or selling of products, e.g., classes, brochures or software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carry of light items, such as papers, books, or small parts. No special physical demands such as above average ability, dexterity, or strength is required to perform the work.
