Organization Overview:
The Appalachian Regional Commission (ARC) is an economic development agency of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation. ARC's Business and Workforce Investment team works to connect as many people as possible with ARC's grant opportunities, critical research, and inspiring success stories. The Appalachian Regional Commission (ARC), structured as a Federal-State government partnership, is a regional economic and community development organization focused on closing the economic gap between Appalachia and the rest of the nation. The Commission receives an annual federal appropriation for administrative and grant making purposes.
Position Summary:
ARC is seeking an exceptionally qualified individual to serve as the Inspector General (IG), a non-federal position, in its Washington DC headquarters. The IG must possess demonstrated skills providing policy direction, as well as experience conducting, supervising, and coordinating performance and financial audits, inspections, evaluations, and investigations relating to programs and operations. The IG must be a person with impeccable integrity and personal ethics, and an independent yet collaborative leader who proactively supports the organization's mission. The IG should also possess broad-based knowledge related to rural economic development issues such as workforce, health and education, infrastructure, transportation or business and entrepreneurship. Responsible for leading the operations of the Office of Inspector General. Provide independent and objective oversight of ARC's programs and activities, leadership, coordination, and recommendations designed to promote efficiency, effectiveness, and integrity of the Commission's programs and operations, and detect and prevent fraud, waste, and abuse. Work independently in accomplishing the mission and strategic goals of the Commission. The Inspector General shall be appointed without regard to political affiliation and solely based on integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, or investigations. The Inspector General (IG) reports to the full Commission, which is comprised of a federal representative (Federal Co-Chair) and the Governors of the 13 Appalachian states.
Required Qualifications:
Ability to lead a diverse professional Inspector General operation by providing policy direction for and conducting, supervising, directing and coordinating performance and financial audits, inspections, evaluations and investigations relating to the Commission programs and operations to determine compliance with Commission and Federal government-wide requirements and efficiency and effectiveness of Commission programs and operations.
Strong ability to administer the review and approval of all reports of investigation to ensure that investigative findings are properly reported to the IG and Commission head appropriately.
Ability to lead and manage OIG staff and monitor contractors responsible for financial, grant, and program audits and evaluations.
Demonstrated ability to draft reports and recommend policies and actions to the Commission for the purpose of promoting economy and efficiency in the administration of, or preventing and detecting fraud, waste and abuse in its programs and operations.
• Keep the Commission and Congress fully informed concerning any problems and deficiencies in ARC's programs, and operations and the need for corrective actions.
Oversee all OIG matters including representing OIG in meetings with Commission leadership, members of Congress and their staff, the accountability community, the public and media and serve as spokesperson.
Ability to review existing and proposed legislations and regulations relating to programs and operations and commenting on the impact of such action on program efficiency, economy and administration.
• Serve as a member of the Council of the Inspectors General on Integrity and Efficiency (CIGIE).
Maintain oversight of new and innovative policies, procedures, standards, and guides, and conduct studies to enhance the program from both an operational and financial perspective.
Adept experience developing and leading a strategic OIG office; progressively responsible experience as an Acting IG, Deputy IG, or Assistant IG conducting auditing, inspections, evaluations, and investigations of government agencies and programs, or the equivalent.
Demonstrated experience reporting to Congress, or an equivalent oversight body, concerning fraud, waste, and abuse of financial programs.
• Core competencies: adaptability, collaboration, communications, and critical analysis.
• A bachelor's degree, or higher, with emphasis in business administration, public administration, public policy, economics, law, social science, or a related field.
• Prior experience as an IG, Acting IG, Deputy IG, or Assistant IG strongly preferred.
• Ability to thrive in a collaborative environment ad bring an energetic and innovative approach to their work.
• Successful completion (prior to hire) and maintenance of background security review; U.S citizenship required.
• Work involves travel, including multiple days, about 25% and may include evening and weekend work.
• Travel includes driving which requires the incumbent to possess and maintain a valid driver's license.
