Duties
As an Investigator, CT-1810-14, your typical duties may include the following:
  • Independently conducts sensitive, complex, and mundane investigations and oversight reviews of investigations into allegations against CFTC employees, interns, consultants, contractors, and individuals related to the programs and operations of the CFTC at all levels of the organization, and special assignments as directed.

  • Reviews incoming allegations and maintains allegation statistics to support reporting responsibilities.

    • Conducts reviews of complaints, investigative work, and produces written products containing case facts and evidence; analysis and conclusions based on requirements of law, rule, and regulation; and recommendations for appropriate action.
    • Determines investigative issues and scope of each case.

  • Conducts preliminary investigative work to determine if allegations have merit, if they have already been investigated by another organization, and if additional investigative work is appropriate.

    • Creates a plan of investigation.
    • Conducts on-site investigations using a broad range of investigative techniques such as interviews, sworn recorded testimony, sworn statements, document and electronic records reviews, subpoenas, surveys, and other similar tasks.

  • Reports expeditiously to the Attorney General whenever the Inspector General has reasonable grounds to believe there has been a violation of Federal criminal law.

    • Drafts Reports of Investigation.
    • Evaluates Complaint Intake Recommendations (CIR), Investigative Plans, Investigative Files, and Reports of Investigation (ROI) prepared by others for compliance with established investigative policies and standards.
    • Identifies deficiencies, and recommends all additional information or investigation necessary to complete each case.

  • Briefs senior OIG management, other senior officials, and Members of Congress and their staffs on the status and results of intake reviews, investigations, and special projects, as assigned.
  • Keeps current with the CIGIE Standards for Investigations and maintains the CFTC OIG Investigative Manual.
  • Maintains investigative and allegation files to support and assist record retention, reporting, and disclosure obligations, as well as compliance with CIGIE and internal investigative standards.
  • Coordinates with other Offices of Inspector General and other governmental entities as necessary to assist investigative efforts at CFTC OIG, another OIG, or a law enforcement agency, including serving as agency contact for interagency agreements in support of investigative activities.
  • Serves as COR for contracted support for investigative efforts. Maintains COR eligibility.

The mission of the CFTC's Office of Inspector General (OIG) is to promote economy, efficiency and effectiveness in the administration of CFTC programs and operations and detect and prevent fraud, waste and abuse in such programs and operations. This position serves as an Investigator for the Office of the Inspector General.

If selected, you will be required to complete a two-week training course at the Federal Law Enforcement Training Center in Glynco, GA.
Qualifications
CT-14 Level: To qualify for the CT-14 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-13 level).
Specialized Experience: Applicants must have 52 weeks of specialized at the GS-13 level in the federal service or at an equivalent level.
Specialized experience is defined as:
  • Planning and conducting all aspects of investigative work, including preparing investigative plans, interviewing witnesses, electronic and physical records review, data analysis, and writing investigative reports.
  • Researching Federal laws and regulations; compiling evidence through formal interviews and review of documentation; analyzing evidence; and drafting written reports.
  • Using information management programs including word processing, presentation programs, and spreadsheet/database software.
  • Experience using electronic information and file management systems.

Education
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education. Top Secret clearance required.
