Duties
The Deputy Inspector General is responsible for executive leadership, direction, management and conduct of a full range of administrative and advisory services with respect to policy, oversight, practices, or other matters falling within the purview of the Office of Inspector General (OIG).
The Deputy Inspector General works closely with the Inspector General (IG) to implement OIG's mission and organizational strategy, directing and overseeing all aspects of OIG's operations, including audit, evaluation, investigations, legal, legislative, and external affairs, budget, human resources, acquisition and procurement, training and staff development, and information technology.
Major Duties:
  • Participates with the Inspector General in assignments on matters of special concern to Congress and the Agency in the direction and coordination of audits, evaluations and investigations related to its programs and operations. These assignments are usually broad-based, touching upon wide program areas or activities within the Agency.
  • Provides the Inspector General and other senior members of the OIG staff with policy advice, guidance, and professional insight across the range of audit, investigative, evaluative, vulnerability assessment, planning and support activities conducted by the OIG.
  • Serves as the key advisor to the IG involving the introduction and implementation of management practices and techniques to assist OIG in most effectively fulfilling its organizational responsibilities and in communicating its objectives, findings, and recommendations to the diverse groups with which it interacts.
  • Assists the IG in providing timely and useful advice and recommendations to the Peace Corps Director, senior Peace Corps officials, and Congress to promote economy and efficiency in Peace Corps programs and operations, and to prevent waste, fraud, and abuse in these activities.
  • Reviews and ensures the issuance and execution of key oversight activities, annual operating plan, programs, and policies of the OIG and its various reporting operating segments.
  • Oversees the development of long-range strategies and goals to minimize the opportunities for the occurrence of fraud and waste, as well as to develop innovative techniques and systems for the detection of fraud or promotion of economy and efficiency in Peace Corps operations.
  • Executes activities that support the development of goals and objectives of the OIG. Oversees the revision of long-range plans, goals, and objectives and manages the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manages organizational changes for the staff as well as major changes to the structure and content of the functions delegated.
  • Exercises discretionary authority to approve the allocation and distribution of funds in the OIG budget.
  • Ensures the proper and timely issuance of the OIG Semiannual Report to Congress.
  • At the IG's discretion, performs or supervises high priority and sensitive liaison assignment or special reviews involving officials, programs, or operations of Peace Corps, other Offices of Inspector General, or other federal agency offices or activities.
  • Initiates the creation of partnerships with OIG's stakeholders and customers through effective contact, discussion, and feedback between OIG and Peace Corps' management and staff.
  • Represents the IG at meetings or in negotiations involving Peace Corps officials, and OIG officials at other federal agencies, and on interagency committees.
  • Interprets policies, objectives, and decisions of the IG to assure that close cooperation is maintained.
  • Establishes and maintains relationships with senior Peace Corps officials, the Department of Justice (DOJ), U.S. Attorneys, other Offices of Inspector General, state, and local law enforcement authorities, the Office of Management and Budget (OMB), Congress, the Government Accountability Office (GAO), and members of the public.

In the IG's absence, the Deputy represents the agency on certain interagency committees such as the Council of The Inspectors General on Integrity and Efficiency, and in meetings with the Government Accountability Office, the Department of Justice, and various offices on OIG enforcement matters.

  • This is a Federal civilian job in the Excepted Service. Peace Corps Executives are paid on the Foreign Service Executive (FE) pay scale.

**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), Specialized Experience and other qualifications, if applicable. Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp.
(1) Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (FP-1 or GS-15) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position is defined as experience:
  • Leading or managing the conduct of audits, investigations, inspections, evaluations, mission support, and/or legal advice to promote economy, efficiency, and effective program administration. Rendering sound judgment and decisions across a wide range of sensitive issues
  • Preventing and detecting fraud and abuse in programs and operations for an agency, sub-component, or business. Providing expert advice and assistance to senior level officials.
  • Supervising and appraising a multidisciplinary and diverse workforce, that includes experience in audits, inspections, and/or investigative programs.

(2) Mandatory Executive Core Qualification (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career ES members, former career ES members with reinstatement eligibility, and ES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former ES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(3) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1 - Experience that demonstrates the ability to lead and direct the activities of an Office of Inspector General and render sound judgment and decisions across a wide range of sensitive issues.
TQ 2 - Experience that demonstrates the ability to provide expert advice and assistance to senior level officials both within and outside the agency with regard to issues affecting federal Offices of Inspector General and or federal oversight.
TQ 3 - Demonstrated skill and experience in managing, supervising, mentoring, motivating, and appraising a multidisciplinary and diverse workforce, to meet program goals and objectives within available resources to efficiently carry out an agency oversight function or program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements:
You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
