The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings, and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
What You'll Do:
What happens when the unexpected happens? In order to make Ohio a safer place, we created the Bureau of Health Preparedness (BHP) in 2005. BHP is the driving force behind our public health emergency planning and state-level response: they create and conduct training exercises, as well as oversee funded subgrant activities, for local partners statewide. As a Disaster Services Administrator, you'll link BHP to mission-critical partners inside and outside of ODH, to ensure effective coordination in the moments it's needed most.
Primary Job Duties:
- Administers evaluation/assessment, strategic planning, performance improvement, planning, training, and exercises
- Assists BHP chief in developing objectives and performance standards, benchmarks and data requirements (e.g., after action review, corrective action outcomes, Homeland Security Exercise and Evaluation)
- Supervises staff responsible for development/implementation, as well as delivery of guidance and technical assistance to other groups (e.g., ODH staff, local health departments, healthcare organizations)
- Ensures compliance with applicable regulations (e.g., state/federal guidance, National Incident Command System, Federal Grant Requirements, ASPR and CDC funding requirements, etc.); reviews submitted plans/proposals for compliance and recommends action.
Additional Duties include:
- Makes presentations (e.g., training, etc.) to local health departments, health care facilities and first responders throughout Ohio
- Acts as a liaison: represents agency/BHP in meetings as assigned, responds to inquiries and complaints
- Coordinates various administrative activities (e.g., directs annual training schedule, maintains national training criteria and roster; writes or directs production of reports)
- Oversees unit’s budget in accordance with federal grant guidelines
- As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, support manager to all other units within the office or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This is an exempt hourly position, with a pay range of #14 on the E1 Exempt Pay Range Schedule.

- Completion of undergraduate major core program in emergency management, natural resources, environmental science, community planning, public or business administration; AND
- 4 yrs. trg. or 4 yrs. exp. in Disaster Services & emergency operations; AND
- must be able to provide own transportation.

- 2 yrs. trg. or 2 yrs. exp. in assigned program area (i.e., emergency management, natural resources, environmental science, community planning, public or business administration); AND
- 4 yrs. trg. or 4 yrs. exp. in Disaster Services & emergency operations; AND
- must be able to provide own transportation.

- 1 yr. exp. as Disaster Services Supervisor, 64914; must be able to provide own transportation.
OR
- 2 yrs. exp. as Disaster Services Consultant 2, 64912; AND

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the exempt Pay Range Schedule ($35.74 per hour), with an opportunity for pay increase after six months ($37.78/hr) of satisfactory performance and then a yearly raise thereafter.
