Pay Schedule I, Grade 25, Regular Schedule: 35 hours per week
A vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services.
A list of eligible applicants will be established based on the examination as outlined below.
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Proof of licenses, certifications, and/or education must be submitted with each application.Under general supervision, screens, evaluates, and monitors clients in a Human Services program, provides counseling and case management services and make referrals to other agencies or professionals.
EXAMPLES OF ESSENTIAL DUTIES

  • Interviews clients to establish case history or reviews case histories of referrals in order to assess needs.
  • Answers telephone inquiries and screens potential clients to determine eligibility for program services according to established guidelines.
  • Schedules an appointment for a home visit or phone consultation.
  • Discusses possible resources or interventions with clients to address current situation and jointly create an action plan.
  • Assists clients in applying for benefits.
  • Arranges and monitors services for clients including but not limited to personal care services, medication supplies, adult day services, etc.
  • Intervenes in individual client crisis situations to include utility turn offs, evictions, lack of fund for medication or food, etc.
  • Creates and maintains client records in electronic format.
  • Performs case record reviews to ensure quality assessment and service delivery.
  • Creates reports and analyzes data.
  • Reviews and updates strategic plan and performance measures.
  • Attends meetings and training sessions.
  • Maintains expertise in the fields of public health and aging, resources for older adults, Medicaid and public benefits.

EXAMPLES OF OTHER DUTIES
  • May supervise and/or train subordinate Human Services and clerical personnel.
  • May act as lead worker.
  • May make home visits.
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree in a social or
behavioral science. (Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities
  • Knowledge of principles of public health.
  • Basic knowledge of community, human and social services assistance programs.
  • Writing skill necessary to complete forms, client documentation and reports.
  • Good interpersonal skills and active listening skills.
  • Ability to conduct individual screening interviews and determine eligibility for program services according to established guidelines and assist other clinical professionals in case management activities.
  • Ability to provide limited non-clinical case management services.
  • Ability to explain program services and policies to clients.
  • Ability to make appropriate referrals.
  • Ability to establish and maintain good working relationships with others.
  • Ability to appropriately handle hostile individuals and those experiencing a crisis.
  • Ability to enter and maintain client information in electronic records.
  • Ability to make public presentations.
  • Ability to create and enter data in Excel spreadsheets.
  • Ability to interpret Federal, State and local regulations, procedures and guidelines for Human Services professionals.
  • Ability to read and understand professional journals and other publications.

Licenses and Certificates
Some positions within this classification may require possession of a valid driver's license
equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.

school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
These positions are essentially sedentary with occasional walking, lifting, or other restricted
physical activities. Positions may require traveling between work sites.
Medical Examination and Employment Background Investigation
