NASA Federal Credit Union is looking for an ACH Payroll Member Services Associate (MSA) with a thorough knowledge of Federal Reserve Bank rules and regulations on ACH, NACHA Operating Rules, Bureau of Fiscal Service Green Book, and Regulation E. The ACH Payroll MSA will perform general processing and balancing of all ACH incoming and outgoing files to and from the Federal Reserve Bank, including balancing and reconciling all ACH General Ledger Accounts. This position will complete daily reviews, processing, and balancing of in clearing ACH exceptions. It will also support Financial Crimes and Fraud Prevention Departments on mitigating risks and recovery efforts associated with unauthorized account transfers.
Essential Duties and Responsibilities: Include the following with other duties as assigned.
Level I:
- Remains cognizant of and adheres to Credit Union policies, procedures, and regulations pertaining to the Bank Secrecy Act, NACHA Operating Rules, Bureau of Fiscal Service Greenbook, Anti Money Laundering, OFAC, Regulation E, Regulation UCC, Regulation CC and other pertinent state and federal rules and regulations.
- Promotes, tracks, sells products and services to increase member benefits and participation with NASA Federal.
- Processes unposted ACH reports: Exceptions, NSF, GL, and Returns.
- Performs general functions related to all ACH originations.
- Processes unauthorized ACH claims in accordance with Regulation E requirements.
- Reviews and verifies International ACH transactions (IAT) in accordance with OFAC requirements.
- Provides support to internal and external member requests and inquires received through phone, fax, mail, and email.
- Files electronic documents associated with ACH/EFT requests.
- Completes member account corrections and/or adjustments.
- Identifies and addresses possible issue(s) pertinent to the department that affects servicing internal and external members.
- Processes daily incoming and outgoing mail requests.
- Conducts daily reconciliation of the ACH general ledger account.
- Conducts daily verification and settlement of all ACH Federal Reserve Bank files.
- Conducts daily and monthly tracking of ACH processing volumes and statistics for management and Board of Directors reporting.
- Manages and mitigates risks associated to high-risk ACH transactions through call back verification and account reviews.
- Adheres and supports the operational goals of the Payment Services Department.
Level II: (In addition to all the duties of the Level I)
- Assists with recovery effort through deal direct process with other financial institutions when applicable.
- Interfaces with various departments on research needed to complete the reconcilement of Payroll and ACH general ledger (GL) subsidiaries.
- Provides back-up assistance for Checking Department.
- Revises, develops, and processes Member correspondences and forms as needed.
- Tests and reviews software updates applicable to assigned job processing.
- Interfaces with the Credit Union's Financial Crimes Department on fraud related to assigned job processes.
- Collaborates with other Credit Union departments as applicable on member service enhancement.
- Assists with maintaining the Payment Services Department procedures and/or documentation.
- Assists with special projects assigned to the Payment Service Department.
Education and/or Experience:
- Associate degree or equivalent from two-year college or technical school preferred.
- Level I: One to two years of relevant experience.
- Level II: Two to three years of relevant experience.
Other Skills and Abilities:
- Maintains thorough knowledge of Federal Reserve Bank rules and regulations on ACH, NACHA, and Regulation E.
- Proficient in Microsoft Outlook, Word, Excel, and Access.
- Customer/member (internal and external) skills.
- Detail oriented and able to accurately handle multiple tasks at any given time.
