Job Description

This position assists the CIBH staff with all their human resource needs including life events, training on Kronos, annual credentialing, annual open benefit enrollment, and others. This position is the liaison for CIBH staff with City Human Resources and Finance. This position supervises the Payroll/HR technician I and II.
  • Complete advertising vacant positions on CLICK website and other sources, complete steps through selection of applicants, interview process and on-boarding new hires including verifying credentials and completing all background checks.
  • Add service requests to CIBH Help Desk and complete HR tasks assigned in CIBH Help Desk. manage HR related helpdesk tickets to ensure completion in a timely manner. Report on key performance indicators (KPIs) for all HR tickets. Review processes and streamline when possible.
  • Update credentials and personnel information in CIBH Electronic Health Record System include running CREDIBLE reports to ensure that all information is accurate.
  • Update all personnel records including providing staff with appropriate documents required for new hire, terminations, transfers, promotions and demotions.
  • Track VEC requests and deadlines; assist in the appeal process of any VEC decisions, track staff discipline following timelines and provide copies to HR as needed.
  • provides direct supervision to Payroll/HR Technician I and Payroll/HR Technician II including day to day work, timecards, discipline, hiring and evaluation.
  • Liaison for CIBH staff for City HR and Finance, research and understand city policy and benefits to assist staff and supervisors. Assist staff with annual Open Enrollment, Life Event Changes for benefits, upload required documents onto team page, etc. Attend all HR/Payroll city trainings.
  • Develop and update CIBH new employee orientation for staff and supervisors (HR and KRONOS) located in Relias Training. Ensure that new supervisors understand their role as it related to HR and Payroll.
  • Develop and facilitate quarterly or annual KRONOS and Onboarding training/reminders for staff and supervisors.
  • Ensure Position Control is accurate and matches CIBH’s position compliment. Work with Budget to move positions as needed.
  • Conduct in-house training session, update CIBH Orientation as needed, facilitates meetings to help staff with benefits, city policy, CIBH updates and KRONOS.
  • Serves as resource to CIBH staff and applicants on understanding policies, benefits, and regulations.
  • Process employee personnel actions for hiring terminations, transfers, promotions and demotions including all required documents.
  • Serves as back up to Part-Time and Full-Time payroll processing.
  • Respond to staff questions maintaining a positive attitude; help supervisors as needed; provide assistance to Administrative Services Director as needed.
  • Performs other related duties as needed.

Required Qualifications
VOCATIONAL/EDUCATIONALREQUIREMENT:
Requires any combination of education and experience equivalent to a bachelor’s degree in Human Resources, management, public administration, or a closely related field.
EXPERIENCEREQUIREMENT:
In addition to satisfying the vocational/education standards, this class requires a minimum of one year of related, full-time equivalent experience.
SPECIALCERTIFICATIONSANDLICENSES:
May require a valid driver’s license and a driving record that is in compliance with the City Driving Standards depending on job focus.
