Title: HR Recruiter
Location: Houston TX
Duration: 3 months
Position Summary - 3 months- Temp to Hire

The Human Resources Recruiter is responsible for the full-cycle recruitment process for various
positions within the organization. In order to meet the organization's hiring needs, the Human
Resources Recruiter is mainly responsible for researching, developing, and implementing
effective recruiting and staffing strategies to attract a diverse pool of qualified talent for the
organization. The Human Resources Recruiter reports to the Director of Human Resources,
Training and Development.
Principal Duties and Responsibilities
• Develop, facilitate, and implement all phases of the recruitment process.
• Collaborate with department managers to identify hiring criteria.
• Ensure that job descriptions are accurate and up to date.
• Identify and implement efficient and effective recruiting methods and strategies based on
the available role, industry standards, and the needs of the organization.
• Complete the job postings and advertisement processes.
• Screens applications and selects qualified candidates.
• Schedules interviews and oversees preparation of interview questions and other hiring and
selection materials.
• Source and screen resumes and applications to identify potential candidates that meet the
job requirements
• Conduct phone and in-person interviews to assess candidate qualifications and suitability
for the job.
• Collaborate with hiring managers to understand their staffing needs and provide regular
updates on the respective hiring manager's recruitment process.
• Use various recruitment channels such as job boards, social media platforms, partnerships,
universities, business or social events, and professional networking platforms, to attract
potential candidates.
• Coordinate candidate interviews with hiring managers and provide feedback to candidates
throughout the recruitment process.
• Submit background check, drug testing, driving records test, employment verification, and
any other pre-employment requirements to the appropriate vendors and ensures that
potential candidates clear the organization's hiring standards and requirements prior to
starting employment.
• Manage the recruitment database and keep accurate records of candidate information and
recruitment activities.
• Participate in job fairs and other recruitment events to promote our employer brand and
attract potential candidates.
• Assist with the interview process, attending and conducting interviews with managers,
directors, and other stakeholders, as needed.
• Collaborate with Director of Human Resources, Training and Development (or Designee)
during the offer process, identifying and recommending salary, start dates, and other
pertinent details.
• Ensure compliance with federal, state, and local employment laws and regulations, and
organization processes and policies.
• Conduct outreach, form partnerships and attend local college and university job fairs and
recruiting events.
• Prepare new hire offer letters and required documentation.
• Notify the hiring department and IT of employee's start date and complete new hire requests
as appropriate.
• Act as liaison with temporary staffing agencies and job advertising agencies.
• Complete and execute the organization's Recruiting Plan.
• Plan and conduct new employee orientation to foster positive attitude toward organization
goals.
• Prepares offer letters, required correspondence, and any other new hire documentation
required, accurately and timely.
• Conduct research within the region, provide insight on who and where the best talent is,
what the labor market trends are, and make recommendations on how the organization can
position itself to best attract talent in that space.
• Monitor and analyze recruiting metrics in order to stay ahead of hard-to-fill sourcing needs.
• Develop strong partnerships within the region in order to leverage staffing needs and
candidate sourcing.
• Coordinate, host and attend job fairs.
• Work to harness the increasing capabilities of technology within the recruiting world, with
specific emphasis on social media (LinkedIn, Twitter, Facebooketc).
• Assist in training management on various HR related issues, including performance
management issues (interviewing, hiring, promotions and other areas as identified by the
Director of Human Resources, Training and Development, or Designee).
• Generate weekly reports on recruiting activity, as well as review trends related to exit
interviewinformation.
• Work with management analyzing staffing levels, providing supporting documentation
regarding staffing level approvals and recruiting candidates with an emphasis on alternative
candidate search vehicles to support diversity goals.
• Explain organization and governmental rules, regulations and procedures and the need for
compliance and consistency.
• Enters recruiting HRIS information accurately and timely.
• Ensures that all recruitment and new hire documents related to the recruiting process are
accurate and processed timely.
• May prepare and distribute written and verbal information to inform employees of various
programs, benefits and special employer sponsored activities.
• Review and analyze vendor invoices for the department to ensure timely and accurate
payment.
• Perform other duties as assigned.
Required Qualifications and Knowledge
• Bachelor's degree in Human Resources, Business Administration, or a related field is
required. A combination of education and experience may be considered.
• A minimum of three years of experience in full-cycle recruitment processes, including
sourcing, interviewing, and hiring, is required.
• Professional in Human Resources (PHR) certification preferred.
• Must have previous direct working experience managing confidential information and
ability to maintain confidentiality.
• Knowledge of employment laws and regulations.
• Strong attention to detail and accuracy in documentation and record-keeping.
• Proficiency in MS Office (Excel, Word, PowerPoint, and Outlook) and other
recruitment tools and software i.e. CareerBuilder.
• Must be a self-starter and self-motivated.
• Must be able to work independently, with minimal supervision.
• Knowledge of Equal Employment Opportunity Laws, Fair Labor Standards Act, Civil
Rights Act of 1964, ERISA, and employment practices andprocedures.
• Excellent communication (written and verbal) and interpersonal skills.
• Exceptional organizational and time-management skills.
• Ability to work independently and manage multiple recruitment projects simultaneously.
• Experience using recruitment databases and other recruitment tools.
• Knowledge of recruitment best practices and employment laws.
• Ability to develop and maintain positive relationships with hiring managers and potential
candidates.
• Knowledge of social media platforms and other online recruitment channels.
• Knowledge of general office procedures and practices.
• Proficient in business English andarithmetic.
• Skilled with personal productivity software including word processing, spreadsheet and
database applications.
• Must possess considerable skill in interviewing techniques.
• Must have a basic understanding of the HHA's organizational structure as well as an
extensive knowledge of personnel policy and procedure and federal and state laws
regarding employment practices.
• Skilled in operating computer equipment and general office machines such as personal
computer, copiers, projection equipment, audio/video and adding machine.
• Ability to establish and maintain effective and courteous relationships with other employees
and other business contacts.
• Ability to coordinate several concurrent activities simultaneously and meet assigned
deadlines.
• Ability to work a flexible schedule in order to meet the business needs.
• Possess above average analytical and reasoning abilities.
• Must be able to reliably commute to the worksite on a daily basis.
• Must have a valid Texas driver's license.
• Eligibility for coverage under HHA's fleet auto insurance.
COMPLEXITY / SCOPE OF WORK
• The employee performs a moderate number of routine and generally related tasks
without supervisory direction.
• Instructions to the employee may be general or specific in nature.
• Courses of action are determined by established procedures and/or the Director of
Human Resources.
• Decisions regarding unusual circumstances may be made by the employee onoccasion.
• The employee's work is reviewed periodically for accuracy, completion, and compliance
with the policies and procedures.
• Tasks may occasionally have to be coordinated, integrated, and/orprioritized.
• The employee refers to Houston Housing Authority and HUD guidelines, Federal
Mandates, and to the Houston Housing Authority's personnel policies and procedures
in performing work. These guidelines cover most job-related situations although the
employee is required to use independent judgment in making decisions. If guidelines
do not cover a situation, the employee consults the Director of Human Resources.
