JOB SUMMARY
Under general supervision and in accordance with established policies and procedures, the successful candidate performs a variety of duties ensuring the processing and administration of employee benefits programs, and retirement plan. Serves as backup for payroll process and onboarding of new employees. The employee's work is performed with a high degree of independence and is under the direction of the Human Resources Director. The individual's performance influences the professional image of the Bank within the community it serves.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
  • Proficient to advanced working knowledge of MS Office 365 Applications (Excel, Word, Outlook) and comfortable with HR information systems.). This position works closely with HR Director, President, and Division Managers requests for adhoc reports.
  • Ability to work successfully under constant deadlines with close attention to detail.
  • Advance training in principles or techniques such as customer service, payroll and tax administration and budget/finance is necessary. An education that includes a college degree in a business-related or comparable experience would typically be required.
  • Thorough knowledge of employment-related laws and regulations.
  • A minimum 5 years HRIS experience in the following areas: Complete payroll processing cycle, Benefits administration, Retirement Plan & distributions, Onboarding & offboarding, Time & Attendance. Ceridian/Dayforce 2 years' experience minimum.
  • A thorough knowledge of the procedures and policies related to payroll accounting and insurance billing.
  • Demonstrated proficiency in interpersonal communications, verbal and written, is mandatory. This position requires daily interaction with employees, clients, and vendors; concise communication, translation and interpretation of various concepts are critical.
  • Must possess previous experience and commitment to maintaining confidentiality regarding Human Resources matter.
  • Remote work might be an option if approved by management.

PRIMARY RESPONSIBILITIES / EXPECTATIONS:
This position works with a high degree of independence and must exercise discretion with the below processes. Decisions have a direct impact on the management and operations of the Bank.
  • Job Performance Behaviors: Contributing to organization success, job effectiveness, relationships, and customer satisfaction.
  • Payroll Processing & Employee Records: Responsible for the bi-weekly processing and transmission of the Bank's payroll. This includes all associated tasks of the $8,000,000+ annual administration including the payment of taxes and processing of benefits payments to insurance companies, incentive/bonus payments, charitable organizations, and miscellaneous payments. Maintain employee data in the HRIS system (new hires, pay changes, promotions, transfers, employee data changes, termination).
  • Recruiting: Coordinate with hiring manager to create and post job both internally in compliance with CBA specifications and externally through the Dayforce system to job boards.
  • Performance Management & Employee Engagement: Monitors the performance evaluation process and tracks as necessary through Ceridian Dayforce.
  • Affirmative Action Plan: Is responsible for maintaining records to be used for the annual AAP report (applicant data, new hire, terms, promotions)
  • Reporting - Maintains records of union dues paid by employees through payroll deduction. Provide monthly report and payment to UMWA (United Mineworkers of America) Responsible for annual EEOI, Vets4212 and 5500 for Benefit Plans.
  • NMLS (Nationwide Mortgage Licensing System: Responsible for enrolling employees whose role requires this registry. This includes ordering a credit check and scheduling employee for fingerprinting. Update records as necessary and facilitate annual renewals.
  • Quarterly CAP Report for compliance.
  • Monthly Employee Count Report
  • Backup for functions of HR Specialist-Benefits.
  • New hire processing, including, offer letter, background check, i9, Culture Index survey and scheduling.

SECONDARY RESPONSIBILITIES:
  • Daily processing of any employee insufficient checks in the FIS system, following handbook guidelines.
  • Record Retention - Keep up to date on requirements/timelines for HR Payroll and Benefit document retention and destruction.
  • Backup for scanning HR documents into Image Silo.
  • Vendor due diligence recordkeeping.
  • This individual may assist with training managers and supervisors on managing the payroll & timekeeping system, etc.
  • Provides reports for the Compensation & Benefit's committee on items involving benefits & salary administration.
  • May assist with completion of external Payroll/Benefit surveys as needed.

ADDITIONAL RESPONSIBILITIES:
  • Other duties as assigned or deemed necessary by Director of Human Resources to ensure a continuous workflow of daily operations.
