Job Description
Primary Duties and Responsibilities of the Position:
- Recruits, interviews, hires, and trains new staff in the organization as needed.
- Oversees the daily workflow of the department
- Handles discipline and termination of employees in accordance with company policy.
- Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
- Manages the onboarding process.
- Identify and coordinate learning and development programs and initiatives that provide internal development opportunities for employees.
- Oversees employee disciplinary meetings, terminations, and investigations.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources, talent management, and employment law.
- Coordinating and enforcing implementation and development of company policies and procedures.
- Oversee implementation of new HRIS system. (Bamboo HR)
- Overseeing & administering all policies, processes and procedures in employee benefits, Workers Comp, and FMLA.
- Maintaining strict adherence to TCAP Code of Conduct and TCAP Policies and Procedures including being a Mandated Reporter.
- Assist in the recruitment and registration of potential program participants county wide.
- Other duties as assigned by TCAP management in fulfillment of the goals and mission of TCAP.
Qualifications:
- Bachelor’s degree in Human Resources, business administration, or related field required.
- Three to five years of human resource experience preferred.
- SHRM-CP or SHRM-SCP highly preferred.
- Must be able and committed to continuous strict adherence to TCAP’s Confidentiality Policy.
- Must be able to maintain a current and detailed understanding of TCAP Personnel Policies, TCAP Financial Procedures, Head Start Program Performance Standards, Child and Adult Care Food Program (CACFP) regulations, and Daycare Licensing regulations as they relate to personnel documentation and training requirements.
- Excellent attendance, punctuality, and professionalism.
- Proficiency in general computer functions such as but not limited to Microsoft Office Suite.
- Must have excellent verbal and written communication skills.
- Must be able to work without direct supervision, with initiative, self-discipline, and accountability.
- Must possess time management and organizational skills.
- Must possess a valid Ohio Driver’s License, show proof of insurance, reliable on-site transportation, good driving record, and able to pass pre-employment background checks, and pre-employment and random drug screenings.
- Must be sensitive to the culture, needs, and economic challenges of children, families, and individuals with special needs in Trumbull County.
Salary and Benefits:
Salary range contingent upon experience and available funding. Benefit packages including hospitalization and agency pension plan are available with prerequisites.
