Job Title Human Resources Manager
Reports to Director of Business Services and Associate Superintendent
Position Purpose To provide expert consultation, assistance and/or manage administration of the human resource functions of the district, to include providing strategic vision, leadership, and management.
Essential Performance Responsibilities
Acts as an advisor to administrators, managers and supervisors on issues related to classified employee discipline and employment for the purpose of ensuring consistent application of policy and all applicable employment law.
Implements personnel policies and programs for the purpose of conforming to relevant laws, district policies, contracts and agreements.
Administers professional association agreements and labor union master contracts for the purpose of ensuring personnel practices are in compliance.
Advises the administration on a variety of employment topics/concerns for the purpose of ensuring they are current on relevant concerns.
Consults Administrators and Directors to review and develop employee job descriptions
Collaborates with the Director of Financial Services, Associate Superintendent and Directors to develop staffing proposals, for the purpose of meeting District goals within budget considerations.
Maintains and monitors position control for the District for the purpose of ensuring FTE allocations are within the District budget allocations.
Oversees the recruitment and hiring process for the purpose of filling openings with qualified personnel.
Development of employment application process, policies, procedures, training, supervisor orientations for the purpose of ensuring that selection procedures comply with applicable federal and state regulation.
Assists directors in selection of existing classified employees transfers for the purpose of ensuring positions are filled by the individual that best meets the job description and the needs of the District.
Audit departments/school sites for the purpose of ensuring Human Resources practices are implemented as directed by District procedure, policy and/or state/federal regulation.
Collaborates with district administrative personnel for the purpose of implementing and/or maintaining services and programs related to personnel or personnel benefits.
Collaborates with the Business Manager regarding issues, concerns or modifications to the District's employee health insurance programs and agreements.
Serves on the District insurance advisory committee.
Collaborates with the District negotiation team, at the direction of the Chief Negotiator (Business Manager) for the purpose of assisting negotiation of labor agreements, developing proposals, and recommending negotiation strategy.
Responsible for ensuring certificated staff are properly licensed per state and federal regulations.
Directs employee background process for the purpose of ensuring District is in compliance with applicable state regulations and local policy
Manages overall substitute-teaching pool for the purpose of ensuring adequate teachers are available on a daily basis.
Manages employee health/accommodation requests for the purpose of ensuring a healthy workforce is available to the District.
Manages horizontal lane movement request process for certified staff.
Collaborates with department supervisors for the purpose of ensuring newly hired classified employees receive proper training.
Interprets Governing Board policies, state and federal regulations for the purpose of ensuring the District is in compliance with overall human resource practices. Consults with Legal Advisor on areas that require legal interpretation.
In collaboration with the associate superintendent and director of financial services, investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a healthy work environment.
Day-to-day operations of the Human Resources area (e.g. administers methods, systems and procedures) for the purpose of maximizing efficiency.
Administers FMLA.
Monitors classified employee evaluation processes for the purpose of ensuring highly qualified staff are retained by the district in compliance with regulation and policy.
Coordinates or conducts exit interviews to determine reasons behind separation.
Prepares a wide variety of written materials (e.g. reports, memos, letters, policies, district calendar, etc.) for the purpose of documenting activities, providing written reference and/or conveying information.
Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives.
Researches a wide variety of information (e.g. current personnel practices, policies, codes, laws, etc.) for the purpose of providing information, recommendations and/or addressing a variety of administrative requirements.
Supervises personnel record keeping procedures for the purpose of personnel processes are in compliance with District, state and federal requirements.
Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
Responsible for management of employee handbooks and master contract documents.
Collaborate with the Associate Superintendent and Business Manager to ensure accurate, timely communication on personnel related topics occurs on an on-going basis.

Qualifications Profile
Degree in Human Resource Management
SHRM Certification preferred.
Previous human resource administrative experience, preferably in an educational setting.
Knowledge of current and best practices in human resource recruiting, management and retention.
Exceptional writing, interpersonal, communication and leadership skills.
An ability to utilize, analyze and interpret data for decision making.
Physical Requirements
Physical requirements vary by individual job assignment but requires a minimum of the following physical requirements: Walking, standing, bending, carrying, climbing, lifting minimum of 25 pounds, driving, pushing, pulling, reaching, sitting, and stooping. Must have a valid driver's license and reliable transportation to get to work and drive between schools within the district.
Working Conditions: Varied
Terms of Employment: 260 day contract; salary and benefits to be determined by the Board of Directors
Evaluation:
The Director of Business Services will evaluate the performance of the Human Resources Manager.
