Occupational Summary

The purpose of the Human Resources Director is to enhance the organization's Human Resources Department by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. This position serves as a link between the organization's leadership and employees.

Job Description

Role and Responsibilities
  • Manage and coordinate personnel activities of the department to include recruitment, placement and termination of employees, classification and salary administration, interpretation of personnel policies and employee relations functions to meet agency objectives
  • Advise on pay issues, affirmative action requirements, classification issues, performance appraisal and employee relations issues; respond to personnel problems, issues and special requests and facilitate personnel actions.
  • Coordinate and manage recruitment, screening and interviewing of applicant for departmental positions; provide guidance on selection and placement of employees in positions to achieve departmental objectives; ensure departmental compliance and process related paperwork.
  • Interpret personnel policy intent and/or acceptable management practices to ensure fair and consistent application of company policy; develop and/or recommend departmental policies in accordance with established company policy.
  • Advise and assist management staff in handling of employee relations issues, complaint and/or grievances and determination of appropriate disciplinary actions.
  • Review requests for new positions and reclassifications, providing information on job duties and organizational structure. Assess training needs and coordinate the provision of appropriate developmental training for departmental employees.
  • Determine budgetary impact of salary actions and assist management with salary budget planning and staffing requirements.
  • Prepare reports and analyses reflecting progress, trends and appropriate recommendations or conclusions; ensure maintenance of appropriate personnel records. Recommend various personnel actions including, but not limited to, hiring, performance appraisal, disciplinary actions, and vacations.
  • Serve as a liaison between Human Resources and community partners; develop strong partnerships and nurture a positive business relationship with internal and external customers to clearly understand their business process, short- and long-term business objectives and strategic direction and goals. Convert the tactical and strategic business objectives of customers into actionable items, delivering results that enable the business to achieve their objectives.
  • Provide primary system administration and day-to-day operational support for Human Resources applications. Provide operational support for Human Resources applications (Paycom), data management, providing standard report requests.
  • Assess departmental training needs and develop, conduct, or provide training sessions as appropriate for departmental employees.
  • Prepare reports and analyses reflecting progress, trends and appropriate recommendations or conclusions.
  • Advise and assist management and employees for employee issues and concerns by interpreting applicable Human Resources policies and procedures and making recommendations in these areas as necessary and appropriate; initiate recommendations for appropriate measures to address underlying systems issues represented by the expressed concern, including but not limited to, suggestions on policy clarification or development, appropriate training or other development interventions.
  • Serve as a specialist for compensation, training and organizational development, employment and systems, or Human Resources planning and development; evaluate and research professional trends and issues in specialty area relevant to company; educate other company staff to ensure consistent and equitable application of Human Resources policy; collect , research and disseminate appropriate internal and external material on Human Resources issues and trends, and provide in-service training support to enhance understanding of this material as needed; identify and recommend new policy or program initiatives in specialty areas designed to enhance delivery and quality of services.
  • Implement and coordinate Human resources programs supporting organizational strategic objectives for creating and maintain a model workplace, including but not limited to, promotional career advancement programs, employee participation and input, management development and training. Provide staff support on implementing major organization-wide projects, including but not limited to, employee opinion surveys, multi-cultural awareness and sensitivity programs and employee advocacy/conflict resolution procedures. Identify problem employee relations areas that impede organizational progress; recommend appropriate interventions and /or other corrective actions as needed.
  • Develop and administer various Human Resources plans and procedures for company personnel
  • Plan, organize and be responsible for all activities of the department, participate in developing department goals, objectives, processes, and systems
  • Implement and annually update compensation program; write and rewrites job descriptions as necessary, conducts salary surveys, monitors performance evaluation program, and makes revisions as necessary
  • Develop, recommend, and implement personnel policies and procedures; prepare and maintain handbook on policies and procedures
  • Ensure maintenance of appropriate personnel and department records.
  • Evaluate reports, decisions, and results of Human Resources department to establish future goals
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed
  • Complete required unemployment and worker's compensation filings and hearings
  • Conduct and evaluate exit interviews
  • Manage and oversee employee assistance program
  • Other duties as assigned by Executive Director

Qualifications, Education Requirements and Skills
  • BS in Human Resources or related field preferred and minimum 2 years of experience or 4-6 years commensurate verifiable experience.
  • Knowledge of HRIS, HIPPA, EEOC, Worker's Compensation, and Employment Laws.

Preferred Skills
  • SHRM or HRCI Certification
  • Advanced Microsoft Office, electronic file management, HRIS skills.
  • Ability to manage work in a diversified environment with non-profit experience preferred.
  • Excellent interpersonal relationship skills and the ability to communicate effectively with all staff and persons supported.
