This is a full-time, salary exempt position. Minimum starting wage of $71,412.99/year, with salary based on qualifications and experience.

Under limited supervision, performs highly responsible supervisory, administrative work in implementing or modifying City policies and procedures relating to all phases of the department's programs, payroll and activities. Work involves developing and/or coordinating programs, policies, and necessary data collection/development in such Human Resources areas as recruitment, employee relations, employee benefits, insurance, and employee health services. Employee is responsible for interpreting existing personnel ordinances, policies and procedures; addressing employee complaints or concerns; assisting appointed officials in personnel matters; and assisting and participating in union contractual agreement development and negotiation. Employee is also responsible for supervising a staff of professional and clerical personnel. Considerable independent judgment is required in ensuring proper administration of personnel programs and payroll. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of union organizations. Reports to the City Manager.
ESSENTIAL JOB FUNCTIONS
- Directs staff and activities for the Human Resources Department and performs highly skilled administrative work planning, organizing, directing and coordinating the City's personnel programs which includes among others, employment; policy development/implementation; safety; benefits coordination; labor relations; records maintenance; grievance administration; employee assistance; performance evaluation programs; training; and maintaining compliance with all Federal, State, local and City ordinance laws, rules and regulations.
- Administers and negotiates collective bargaining agreements with unions; analyzes and interprets contract provisions; assists management in administration of contracts, policies and procedures, and administrative hearings; administers general employee relations matters; administers union and non-union disciplinary process.
- Prepares department's annual budget and monitors appropriated funds.
- Analyzes future staffing requirements; develops appropriate recruitment/training programs to ensure future work force requirements will be achieved.
- Responds to City Manager and department directors for requests for assistance.
- Coordinates and administers all City benefits including all lines of insurance coverage, including property and liability, Workers' Compensation, Total Managed Care Program, Employee Assistance Program and Drug-Free Workplace.
- Administers City's compensation and classification program in accordance with sound management objectives and applicable Federal, State, local and City ordinance requirements.
- Maintains thorough working knowledge of current/pending applicable Federal, State and local legislation; consults with outside agencies as necessary; recommends compliance action where necessary.
- Monitors all employee personnel actions; reviews and approves performance evaluations.
- Responsible for all personnel records for the City, including files of current/former employees, insurance and pension plans, medical files.
- Complies with all record-keeping requirements, personnel action requests, legal requirements and special projects.
- Provides information to the City Council, citizens and outside agencies.
ADDITIONAL JOB FUNCTIONS
Performs other related work as required.
Qualifications- Bachelor's degree in personnel management, business, or public administration; and 7 to 10 years of progressively responsible experience in public personnel administration and management; or any equivalent combination of training and experience which provides the required skills, knowledge and experience and abilities.
- Senior Professional Human Resources (SPHR) or Certified Professional by IPMA certifications are preferred.
- Must be proficient in computer applications for Word Processing and Spreadsheets.
- Valid Florida Driver's License must be maintained.
