Summary
Join the Human Resources Department during an exciting time in Issaquah! Looking for an HR Coordinator to join our small team of five (5). Our mission includes creating a positive employee experience for our talented City staff through the administration of recruitment, benefits, employee and labor relations, classification, compensation, risk, training and retention programs. The ideal candidate has strong people and technical skills as they will process a high volume of onboarding/offboarding and payroll personnel actions which requires data entry skills with attention to detail. Essential Functions
  • Communicates with a variety of internal and external customers regarding Human Resources activities, processes, policies, issues and programs. Monitor the Human Resources general email and phone lines of communication. Respond to general inquiries and refer issues requiring a higher level of decision making to appropriate level.
  • Coordinates and facilitates the employment hiring process with Human Resources Analysts; distributes job announcements and places position advertisements. Prepares interview and testing materials. Conducts pre-employment reference and background checks.
  • Coordinates the efficient and effective use of the City's applicant tracking systems. Creates user accounts and provides training to hiring managers.
  • Establishes and maintains the department filing systems, including but not limited to employee personnel files, human resource program files, reports and processes as assigned. Serves as the Department representative on the Records Task Force Committee. Archives and destroys documents in accordance with laws, regulations and City policies and procedures.
  • Supports employee benefits programs and administration; prepares new hire and exit interview packets; prepares routine correspondence and provides information relating to benefits.
  • Processes employee merit increases, reports and related Human Resources and payroll changes.
  • Conducts employment verifications and personnel file reviews for current and former City employees.
  • Coordinates city-sponsored training classes including room arrangements, class registration, and vendor contact.
  • Types, proofreads and processes a variety of documents, including general correspondence, memos, reports and statistical data from rough draft or verbal instruction.
  • Reviews and processes professional service contracts, invoices, expense reimbursements and credit card transactions for completeness, compliance with established policies and procedures and proper authorization. Enters data into the City's financial system. Maintains budgetary and account balances for the department. Compiles information from various paper and computer records to assist the Director in the preparation of the annual department budget.
  • Completes special projects as assigned, including but not limited to obtaining information from other jurisdictions on Human Resources programs and issues as assigned; responding to outside agencies' requests for classification, pay and/or other information from the City, providing statistical data for government reports, completing classification/compensation/ benefits surveys, etc.
  • Research, compile and analyze confidential and sensitive data for the purpose of making recommendations to appropriate personnel.
  • Prepares agendas and meeting notices as assigned. Attend meetings, take notes and prepare minutes and report outs as necessary.
  • Performs related duties as assigned.

Qualifications
  • Graduation from Highschool or equivalent. Associate's degree preferred.
  • 3 years of increasingly responsible experience in Human Resources.
  • Experience with benefits administration, recruiting and processing personnel actions in an HRIS is highly desired; or
  • A combination of work experience, education and training which provides the candidate with the knowledge, skills and abilities to effectively perform the essential functions of the job will be considered.

LICENSES AND OR CERTIFICATION
  • PHR or SHRM-CP desired.
  • All City Employees are required to complete a criminal background screening.
  • Valid Washington State Driver's License is required with driving record acceptable to the City's insurance carrier. A three year driving record abstract must be submitted prior to hire from finalist candidates.

Knowledge, Skills & Abilities
Knowledge of:
  • General Human Resources laws, policies, procedures and practices
  • Modern office practices, procedures and equipment including financial and statistical record-keeping techniques
  • Municipal government organization, functions and services
  • Budget monitoring and control techniques
  • Correct English usage, grammar, spelling, punctuation and vocabulary
  • Basic research methods, data collection and statistical record-keeping
  • Customer service principles and techniques
  • Proper office and telephone etiquette and techniques

Skilled in:
  • Providing excellent customer service to the public, co-workers and other City employees
  • Operating a desktop computer to enter data, maintain records and generate reports
  • Maintaining budget and other financial records using good basic arithmetic skills
  • Meeting assigned schedules and timelines
  • Maintaining confidentiality of sensitive information encountered on a regular basis

Ability to:
  • Maintain Human Resource/Payroll database software management systems
  • Apply and explain Human Resources and City policies, procedures, rules and regulations
  • Plan and organize work to meet timelines
  • Work independently with little direct supervision
  • Effectively handle several tasks simultaneously while maintaining accuracy and attention to detail in an environment with frequent interruptions
  • Accurately maintain records and filing systems
  • Communicating effectively both orally and in writing.
  • Accurately and effectively prepare letters, reports and other correspondence from verbal or written instructions
