Position: Human Resources and Benefits ManagerDepartment: Human ResourcesLocation: Administration BuildingWork Year: 12-months/261 days Primary FunctionThe job of the Human Resources and Benefits Manager was established for the purpose of planning, implementing, directing and maintaining the District's benefits services and helping to ensure that human resources practices conform to district, state and federal requirements. Reports ToChief Operating Officer Education and/or ExperienceBachelor's degree in human resources or schoolAt least three years' experience in administering benefits. Essential Duties and ResponsibilitesAdminister District benefits including medical, dental, vision and life.Monitor and implement district, state and federal leave policies for the purpose of ensuring proper compliance with relevant laws, contracts, and agreements including PMLA and FMLA.Oversee a variety of personnel processes (e.g.
ACA, Employee Leaves, Worker's Compensation, COBRA and unemployment) for the purpose of ensuring appropriate compliance with relevant laws, contracts, and agreements and accurately offering benefits to district personnel.Administer employee attendance processes including management of the District time and attendance related systems.Act as the liaison between prospective employees and supervisors within the District to fill vacant positions.Assist with hiring efforts and market the School District as a prospective employer, including job fairs, advertisements, and other recruitment activities.Serve as the district representative in unemployment and other related hearings, as applicable.Assist with monitoring service for providing substitute/personnel coverage.Assist with staff bump and bid sessions as needed.Participate in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.Supervise personnel record keeping procedures for the purpose of ensuring personnel processes (e.g. hiring, placing and promoting personnel) are in compliance with district, state and federal requirements.Ensure that the Human Resources Department is committed to customer service and is responsive to all employee questions and responds in a timely and professional manner.Monitor the organization's culture/climate and processes to develop strategies and programs aimed at attraction and retention of staff.Review district hiring practices, policies and procedures to eliminate potential barriers for prospective employees.Contribute to creative problem-solving strategies and suggests/implements process and efficiency improvements.Preserve and promote confidentiality of Human Resources information.Supervise and evaluate staff, as assigned.Please include at least (3) three references upon application submission.
