The HSE Manager monitors and manages systems and procedures to assure the health and safety of personnel. Promotes compliance with environmental and safety regulations to ensure the company’s Health, Safety, and Environmental programs meet local, state, and federal regulations. The HSE manager will report to the SVP of Operations. This position has direct reports including the Site HSE Coordinator in the plant facility in Crockett, Texas. This position is in The Woodlands, Texas with weekly travel to the manufacturing facility in Crockett, Texas.
RESPONSIBILITIES
- Ensure compliance with federal, state, and local HSE-related regulations, codes, and rules.
- Develop and maintains local HSE policies, and procedures in alignment with Corporate policies.
- Manages and implements Company’s HSE programs; ensuring that necessary programs are in place to reduce risk to employees. Monitor all HSE procedures and recommend strategies to avoid all accidents and implement all health and safety hazards for all sites.
- Oversee the Permit Tier 2, EPA along with TECQ governmental reporting.
- Provide guidance regarding Process Safety Management that affect the processes to help identify HSE concerns or issues.
- Supervise the management of all sites hazardous and non-hazardous waste disposals, maintain records of same and evaluate all air and storm water permits and maintain documents for same and ensure compliance to all HSE programs.
- Lead HSE-related incident investigations and provide recommendations to prevent reoccurrences and continuous HSE performance improvements. Ensures adequate and timely management and communication of occupational incidents. Ensure proper incident reporting on all incidents.
- Ensures that corrective and preventative actions related to incidents, observations, audits, inspections are tracked and completed in a timely manner.
- Verifies compliance with health and safety regulations and ensures necessary records are maintained and prepared according to established guidelines.
- Ability to stop all operations for potential risk and improvements.
- Oversees the participation in Occupational Safety and Health Administration (OSHA) and other regulatory agency inspections, providing inspectors with appropriate documents and identifying safety measures approved by upper management.
- Participate in all site safety committees and analyze all job hazard activities, ensuring compliance to all OSHA guidelines and perform audits on all activities.
- Track, trend and report on HSE KPI’s and progress against agreed upon plans for improvement. Sets objectives and delivers results that have a direct and measurable impact on the achievement of HSE goals.
- Design, prepare and carry out all HSE training programs according to required regulations and prepare schedules of all training programs, ensuring all employees receive the appropriate training.
- Design safety training programs for employees and deliver training programs. Maintain Safety Culture throughout the plant.
- Identifies chemical regulatory issues and drives implementation strategies and actions through change management process to ensure compliance with new or revised environmental product related regulations.
- Oversee the Safety budget and Safety capital projects.
- Responsible for updating and ensuring all MSDS are current in CHEMTREC; being the main contact for the 24-hour emergency response.
- Provide technical support to Senior Management on any environmental and/or safety-related subjects.
- Travel to plant facility in Crockett, Texas 2-3 days per week.
- Performs other duties as assigned.
QUALIFICATIONS
- Bachelor’s degree in Health and Safety, Environmental Health, or related field required.
- ≥ 10 years HSE experience in a chemical manufacturing environment.
- Must be able to recognize and respond appropriately to urgent/emergent situations per protocols.
- Establish and maintain effective working relationships with employees, staff, and management.
- Excellent verbal and written communication skills.
- Excellent organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Ability to prioritize tasks and to delegate them when appropriate.
- Working knowledge of current company safety policies, applicable Occupational Safety and Health Administration (OSHA) Standards, Department of Transportation and Department of Defense requirements.
PHYSICAL DEMANDS
- Prolonged periods of standing, walking, sitting, and reaching with hands and arms.
- Must be able to lift 25 pounds at times.
- Occasionally required to climb, balance, stoop, kneel, crouch and/or crawl.
- Must be able to access and navigate each department at the organization’s facilities.
