HR Recruiter

If yes, you may be interested in joining our organization to help us fulfill our vision of Home Health Care Management becoming the premier employer for Community based health care in the North State. Our agency is the oldest home health agency in the north state with over 40 years of service. This is a new position that has been created, working in conjunction with our HR Director and senior management team. This position is responsible for recruiting Nurses, Physical, Speech, Occupational Therapists, Medical Social Workers, Home Health Aides, Homemakers, Personal Care Attendants, clerical, accounting, IT, medical record staff for the entire agency. We serve patients in a 23 county catchment area, have contracts with federal and state governmental agencies, private agencies and individuals to provide transitional care, case management, home health and private care services to persons wanting to live at home or return to live in the community after an accident, illness, or due to age and disability.


This Position is a Monday to Friday 8am to 5PM, with one hour for lunch, it is based working out of the Chico corporate office. 


Recruiter Job Responsibilities:

  1. Establishes recruiting strategic plan by studying organization plans and objectives and meeting with managers to discuss needs.
  2. Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; presentations; and following up with business and candidate contacts. Anticipates agency staffing (growth and or replacement) needs by meeting with key managers on a regular basis.
  3. Creates and Places job advertisements in job sites such as LinkedIn, Indeed, EDD, agency business contacts, University and Junior College sites, and contacting recruiters. Investigates out of the box solutions for creative recruitment strategies.
  4. Attends Job Fairs either on site or virtual to explore working options and intern options for students at our agency. Travels to any of our agency locations (currently Sacramento, Marysville, Chico, and Redding) for interviews and orientation of new staff, or agency events.
  5. Reviews and screens job candidates/applications and works with hiring managers on scheduling interviews of candidates. Attends selected interviews as directed by manager.
  6. Assists in performing credentialing of potential candidates with background checks, calling former employers and personal references, setting up fingerprinting and pre-employment physicals with agency contracts, verifying credentialing for education, licenses and other certifications.
  7. Improves organization effectiveness by recommending and writing new policies/ procedures for consideration by management.
  8. Assists in monitoring job offers and compensation practices; perform salary and benefit surveys every six months in the diverse agency service area and report information back to HR Director and Management team.
  9. Involved in Employee Satisfaction survey development, dissemination, analysis and report information back to HR Director, Director of Strategic Planning and Staff Development and other management team members.
  10. Investigate Training programs available for staff and implementation with EDD that pays for on the Job Training.
  11. Promote Equal Opportunity Employer regulations and avoid legal challenges by understanding current legislation, laws and recommending new procedures/policies or conducting staff training.
  12. Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations (I.e. SHRM).
  13. Assists in Development and Participates in employer sponsored employee appreciation (nurses’ week, home care week etc.) Events that foster retention of agency staff.
  14. Assist in updating the agency web site with news stories and job openings weekly.
  15. Other Duties as Assigned by HR Director.


Recruiter Qualifications/Skills:

  1. Must have excellent written and verbal communication skills
  2. Computer literate and ability to utilize Zoom, and other online meeting platforms, as well as Microsoft office products.
  3. Knowledge of Facebook, Twitter, Google platforms helpful to ensure a media presence in our recruitment efforts.
  4. Type at least 45 WPM with less than 5 errors
  5. Detail oriented, and organized to manage competing and changing priorities.
  6. Prefer some knowledge of California labor law, workers comp, interviewing techniques.
  7. Prior experience with project management preferred
  8. Ability to work a variety of personality types, and communication styles.
  9. Ability to work independently as well as in a team environment managing your own work product and filing documents in their proper place.
  10. Maturity to understand the sensitive nature of HR work, and keep confidences, and operate under strict HIPAA guidelines.


Education, Experience, and Licensing Requirements

  1. High School Diploma required, Prefer Bachelor’s Degree in Business with an HR emphasis.
  2. Prefer 3 to 5 years of experience in HR/Recruitment however will consider new college graduates with a Degree in Business or HR emphasis. May consider AA degree as well. Health care background or related industry would be considered a plus.
  3. Prefer SHRM certification or those individuals working towards SHRM certification.
  4. Have a reliable vehicle and valid and clear California Driver’s license and record with appropriate car insurance
  5. Must provide clean DMV report
