Job description

JOB SUMMARY
Manages programs for compensation and benefits strategy, performance management, career development and succession planning and Workers' Compensation program. Leads the planning, administration and implementation of compensation and benefit programs for the Sewer District. Designs and maintains an effective career development and succession planning program to reward and retain top talent in the Sewer District. Oversees system implementations and system functionality enhancements necessary to meet ongoing organizational needs. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Compensation Strategy - Manages the design, implementation, analysis and communication of the Sewer District's compensation programs for salary, non-exempt and union/hourly employees. Ensures all compensation programs are efficiently and accurately administered in compliance with applicable federal and state regulations and the Sewer District's objectives. Integrates compensation programs to enhance the organization's ability to recruit and retain employees. Drives innovation in variable compensation programs by preparing and implementing recommendations.
- Benefits Strategy - Provides overall strategic leadership for the Sewer District's employee benefits programs. Ensures effective implementation of benefits and wellness objectives, policies and programs in the communication process and alignment with financial objectives of the Sewer District. Manages compliance standards associated with all employee benefits plans. Designs, develops and manages the Sewer District's wellness program. Establishes metrics and deploys activities that address top health concerns and reduce healthcare costs. Leads the request for proposal process for benefit and wellness vendor renewals.
- Career Development and Succession Planning - Designs the Sewer District's processes for career pathing, and related efforts to prepare employees for other positions throughout the Sewer District. Serves as a mentor and coach's managers with intent of developing their coaching and mentoring skills. Ensures all managers have Individual Development Plans (IDP's) designed with SMART (specific, measurable, attainable, relevant and time-framed) goals. Ensures successful attainment of goals for the purpose of effective skills development. Responsible for the implementation, administration and approval of the Sewer District Tuition Assistance Program (TAP).
- Workers' Compensation (WC) Program - Responsible for developing, maintaining and managing the Sewer District WC program. Establishes standards and procedures for all functions of WC, including compliance. Initiates and completes all functions related to the request for proposal (RFP) and selection process of Third-Party Administrator (TPA) for the Sewer District. Responsible for matrix reporting to senior leaders.
- Human Resources Information Systems (HRIS) - Strategic partner in leveraging HRIS to ensure optimal system functionality and utilization. Oversees system implementations and system functionality enhancements necessary to meet ongoing organizational needs by providing direction to the HRIS Supervisor.
- Works with Senior Management in setting up the department budget and carrying out related budgetary responsibilities. Administers and monitors the team's program expenditures. Oversees the management of acquisition, implementation and maintenance of relevant contracts and programs, ensuring completeness, consistency and alignment with organizational goals. Researches, selects and maintains relationships with vendors and consultants.
- Provides strategic leadership, training and guidance to assigned staff. Manages dynamic workload and reassigns staff resources as business needs change. Sets teams performance objectives, monitors and evaluates outcomes.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess bachelor's degree, preferably in Human Resources, Business Administration, Organizational Development, Industrial-Organizational Psychology or related field.
EXPERIENCE
- Candidate must possess five (5) years of progressively responsible experience in managing, developing, coordinating, facilitating and delivering various levels of employee development where experience includes compensation, benefits, project management, strategic planning, performance management and staff management.
- Prior experience supervising, managing and/or leading people, projects and/or processes is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.
- CCP, CEBS, SHRM-CP, SHRM-SCP, PHR, and/or SPHR certifications are preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess knowledge of computers with a working knowledge of Microsoft Office Suite applications and various computer navigation tools and techniques.
- Candidate must be skilled in project management, problem-solving and analysis, follow-through and influence and persuasion. The ability to function as systems thinker and be solution minded with a global perspective is a plus. Excellent oral and written communication skills are required.
- Candidate must be able to build and maintain professional relationships and possess the ability to work as an individual contributor and an effective team player, in addition to being highly organized, self-directed and forward-thinking.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to compute, analyze, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as talking, feeling, fingering and hearing. Ability to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near and near acuity, far acuity and accommodation. The position is primarily office work; however, the position requires visiting Sewer District plant sites.
Pay Range: USD, Commensurate with Experience
$81,586 - $101,978
