HOUSING ASSISTANCE MANAGER
Salary: $ 4,863.33 - $5639.97/Biweekly: $126,446.58 - $146,639.22/ Annually

DEFINITION
Under the direction of the Director of Leased Housing, manages a staff of professionals responsible for leased housing units; overseas programs; performs other related work as required.
ESSENTIAL FUNCTIONS
Directs and supervises clerical staff and a team of Housing Assistance Representatives who perform journey level work; conducts quality control inspections and enforces compliance with Housing Quality Standards; reviews and approves leases; enforces HUD occupancy requirements; mediates conflicts between landlords and tenants; provides information in litigation situations; reviews and approves landlord claims; investigates program abuse; counsels tenants and landlords; develops and recommends programs, policies and procedures; conducts special projects; writes reports; coordinates with human service delivery agencies; and evaluates professional and clerical staff.
MARGINAL FUNCTIONS
Performs other related work as required.
MINIMUM QUALIFICATIONS
One year of experience performing the duties of a Housing Assistance Representative II at the Oakland Housing Authority;
AND a bachelor's degree, with a major in business or public administration, or a related field;
OR
Three years of experience performing the work similar to a Housing Assistance Representative II, with at least one year of supervisory experience.
Equivalent combinations of education, training and experience will be considered.
KNOWLEDGE AND ABILITIES
KNOWLEDGE OF: HUD Section 8 program; the role of public housing authorities, including quality standards and fair market rents; inspection and rent comparability techniques; general practices of the real estate industry, including management and leasing of residential rental property, leases and contracts; estimating techniques for repair of damages; principles and techniques of personnelmanagement and supervision; general management techniques and procedures; claim procedures for security deposit and vacancy loss; grievance procedures; continued occupancy requirements; conflict negotiation techniques; city housing codes; local government affordable housing and rehabilitation programs; income maintenance and self sufficiency programs; and service agency programs; familiar with housing for special needs population such as homeless families.
ABILITY TO: gather and analyze data; interpret and apply rules and regulations; develop training programs, standards, policies and procedures for departmental programs and their operation; supervise and evaluate professional staff; communicate effectively, both orally and in writing (or with audio and visual capacities).

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.
