Together, we can build a brighter and more inclusive future. The Housing Division (HD) partners with local governments, Tribes, housing authorities and nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness. This position works within the Home Ownership Unit of the Housing Division and is responsible for specific tasks that support Commerce's role in rulemaking, legislative coordination, and policy development.The position will collaborate with the FEN foreclosure and Homeownership work group, WA Homeownership Resource Center, Washington Low Income Housing Alliance, by-and-for community organizations, and other stakeholders to create long-range strategic plans, develop policies and procedures, and implement legislative directives that further homeownership opportunities in Washington State. Duties:  • Plan and execute (or provide expert guidance and support to relevant program subject matter experts (SME) in conducting) research, development, writing, and vetting of new or revised policies.

Coordinate policy development efforts to ensure consistency, clarity, readability, and accuracy of policy documents and compliance with COM's policy formats and processes.* Review existing policies and recommend updating and/or sun-setting to management as appropriate. Develop and recommend strategies to facilitate meaningful customer, intergovernmental, and stakeholder engagement with policy processes.* Maintain a comprehensive, accessible index of all HOU policies.* Provide expert guidance and support in preparing communications, publications, and implementation strategies for new policies and associated documents.* Provide expert guidance to staff and monitor for compliance with the statutory requirements of the HOU programs.* Recommend strategies to facilitate inclusive and meaningful stakeholder engagement with policy processes. Ensure adherence to effective and inclusive community engagement practices.* Responsible for developing, overseeing and updating the HOU's operational policies and procedures; and implementing short term and long term goals and objectives.* Monitor and track policies and procedures to ensure the HOU has current and accurate policies and procedures and division training plans are in place.* Coordinate the HOU's legislative affairs including bill analysis, monitoring of new bills, and coordination of legislative proposals that affect homeownership opportunities.* Coordinate legislative proposals for new programs, funding, or changes to existing law.* Prepare fiscal notes and bill analyses for approval by policy specialists.* Participate in legislative hearings, stakeholder meetings, and communications with elected officials.* Monitor legislation, hearings, and bill activity and provide management with analysis and recommendations.* Receive and respond to policy and project-related inquiries from the public and stakeholders.* Serves as consultant to management who leads special projects relevant to the Unit, division, or agency.

Special projects include but are not limited to program implementation, research related to legislative directives, strategic planning, or coordination of external stakeholder meetings or focus groups.* Develop methods and timelines for project completion.* Present written reports of project status, decisions made, and recommendations that advances the progress of the special project.* Coordinate and collaborate with other staff to ensure timelines, procedures, and other applicable requirements are met.* Lead and participate in Results Commerce performance improvement activities.* Ensure Unit performance measures and assessment systems including strategic plans, Results Washington, and other productivity improvement or assessment processes are maintained.* Provide the HOU and Divisional management with action alternatives and recommended course of action as needed.* Coordinate complex varied and analytical projects, conduct research and analysis, consult with management, consider complex management problems, and formulate recommendations.* Participate in agency-wide project workgroup activities, including outcome measures, strategic breakthrough initiatives, and other opportunities that align with the duties of this position. Provide regular updates to Unit management and staff on work of these crossagency initiatives.* Provide training and consultation to leaders, mid-managers and key staff to build the HOU's capacity to analyze, understand, and communicate on policies and procedures, to include any needed or justified changes to policies.* Audit policies and procedures to ensure compliance.* Represent the HOU on various task forces, workgroups, and committees as needed. Required Qualifications: Four years of formal education in business administration, public administration, law, public health, health administration, or a related field AND  Four years of experience conducting, research, and analyzing policies, laws, rules, or regulations.OR Comparable combination of education and experience.Ability to 1) Oversee complex multi-stakeholder processes, 2) Develop, implement, and monitor projects or portions of projects; 2) Write concisely, clearly, accurately, objectively and with appropriate analytical rigor about policy issues that may be technically complex and politically controversial; and 3) Interact effectively with a diversity of unit staff, clients, stakeholders, legislators and legislative staff, and other governmental officials.Desired Qualifications:Ability to speak, read, and write in the Spanish language.Experience managing the analysis of legislative activities, coordinating the production of technical reports and other documents, and coordinating statistical analysis, performance assessment, and outcome measurement.Strong communicative and interpersonal skills. Able to build alliances to promote policy collaborations across issues such as poverty and homelessness.

Able to work collaboratively with a diverse group of stakeholders.Experience working for, or in partnership with, organizations that serve historically excluded groups including Black, Indigenous, and people of color (BIPOC), members of the lesbian, gay, bisexual, transgender, queer or questioning, and two-spirit (LGBTQ2S+) and people living with disabilities.Experience Preparing and compiling large, complex documents such as legislative reports.Residential mortgage loan origination, underwriting, or residential real estate development experience.  To be considered for this position the following are needed:  * A complete and detailed online application* At least three (3) professional references (enter online)* A cover letterFor questions about this recruitment, please contact Elly Price at Elly.Price@Commerce.wa.gov .The salary range for this position is between $65,748.00 and $88,416.00 annually. Newly hired employees typically receive a starting salary between the minimum and midpoint of the range, however, we may offer higher salaries based on the candidate's qualifications. Once hired by the state, classified employees (including this position) receive annual salary progression increases (approx.

5% each year) until they reach the top of their salary range.State employees may also receive annual cost of living adjustment increases (COLA).  COLAs vary and are not guaranteed every year, but if the Legislature approves them, they typically are applied at the beginning of the state fiscal year (July 1).  For example, state employees received a 4% COLA on July 1, 2023, and a 3% COLA on July 1, 2024. Department of Commerce also offers a competitive benefits package including medical and dental insurance benefits, retirement and deferred compensation plans, 11 paid holidays each year, 14-25 vacation days per year (depending on length of employment), 8 hours of sick leave per month (if full time employed), bereavement leave, an employee assistance program, as well as other benefits.
