Program Manager Policy and Stakeholder Engagement
Work Remotely from Oregon, Washington, Idaho or Utah
Primary Job Purpose
The Policy and Stakeholder Engagement Manager is responsible for developing and leading strategic alliances and developing policy solutions in furtherance of Cambia's long-term corporate objectives. This role will support the broader State Affairs alliance strategy, ensure alignment with Cambia objectives, and partner closely with key internal partners and Public Affairs leadership including the Government Affairs Directors. Reporting to the Washington Director of Government Affairs, the candidate will be an integral part of a team responsible for ensuring a cohesive, effective government affairs strategy.
General Functions and Outcomes
  • Discover and steer compelling story-telling efforts that demonstrate value to the organization and provide an opportunity to build relationships.
  • Create one-pagers, white papers, or other communication collateral to advance policy positions.
  • Complete regular reporting to provide updates toward legislative goals.
  • Represent the organization at events to reinforce Cambia's role within the healthcare space.

Stakeholder Engagement
  • Identify, establish, and maintain relationships with external organizations interested in partnering with Cambia to influence policy development at the state level.
  • Manage and build upon existing relationships with partner organizations.
  • Help develop partnerships and coalitions with organizations with expertise in areas of common interest.
  • Proven ability to coordinate activities with stakeholders throughout an organization.
  • Support Washington Director of Government Affairs in legislative engagement and strategy

Policy Analysis/Development
  • Provide legislative monitoring and analysis to qualify and quantify the effects of certain state legislation on the company.
  • Track, share, and make recommendations regarding policy trends and activities that can inform Cambia on where we need to lean-in, collaborate and influence. Provide timely research, analysis and written materials on relevant issues.
  • Leads issue areas as assigned, by conducting policy analyses, strategy development and execution, and catalyzing of stakeholder partners.
  • Serve as an expert within the organization on specific health care policy initiatives.

Minimum Requirements
  • Must be confident, action-oriented and passionate about contributing to policy-based solutions for the health care challenges we face today.
  • Possess a strong sense of team and a collaborative focus.
  • Have knowledge of the health care system, the payer's role and current challenges and concerns facing the industry.
  • Knowledge of the state and/or federal legislative and political process.
  • Strong project-driven organization skills with an eye for detail, self-initiating, well organized and capable of managing multiple projects simultaneously and independently.
  • Excellent written and verbal communication skills with the ability to convey content in a compelling manner to various audiences.
  • Demonstrated excellent interpersonal skills with proven ability to work cross functionally and with internal and external stakeholders.
  • Must be adaptable and able to reprioritize and shift gears quickly.
  • Must possess political savvy, diplomacy and responsiveness.

Normally to be proficient in the competencies listed above
The Program Manager Policy and Stakeholder Engagement would have a bachelor's degree in public policy, public relations, political science, communications, health care management or related field and a minimum of 8 years of experience in politics, health care, advocacy, policy, government relations or equivalent combination of education and experience.
Work Environment
  • Work primarily performed in office/remote environment.
  • Travel required, locally or out of state.
  • Will be required to work outside normal hours including evenings several times per week.

The expected hiring range for a Prog Mgr Policy and Stakeholder Engagmnt is $97,325.00 - $131,675.00 depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 15%. The current full salary range for this role is $91,500.00 to $149,000.00.
