OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner's (OIC) Health Forms Compliance Unit is seeking a motivated and qualified individual to fill a Health Forms Compliance Analyst (Functional Program Analyst 3) position. This position is assigned to the Rates, Forms and Provider Networks Division, located in our Tumwater office.

This position is responsible for performing professional level reviews of health insurance policy forms for compliance with state laws and rules. In addition, the Health Forms Compliance Analyst (Functional Program Analyst 3) advises insurers on form compliance to promptly obtain approvals to market compliant insurance products within Washington State.

Duties
Duties of this position include, but are not limited to:
  • Independently perform reviews and analyses of health insurance forms.
  • Research and provide guidance to insurers and OIC staff related to regulatory standard for health insurance forms.
  • Consult and discuss health form contract provisions and regulations with OIC staff.
  • Develop and maintain complete, accurate, and current knowledge of Washington RCWs and WACs, orders of the Insurance Commissioner, and federal law.
  • Communicate issues related to non-compliant form provisions to health insurance carriers and third-party filers, if applicable.

Qualifications
Required Qualifications:
Bachelor's degree in Public Administration, Business Administration, Social Sciences, or a closely related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent. (Additional relevant professional experience working in healthcare, insurance or regulatory field interpreting or analyzing statutory requirements will substitute year for year for education)
AND
Two (2) years of work experience in one or more of the following:
  • Ensuring compliance with governmental statutory and regulatory requirements, or
  • Professional private or public sector work on one or more lines of insurance, or
  • Reviewing legal documents and forms, including contracts

AND
Intermediate-level skills and experience in Microsoft Outlook and Word.
Preferred/Desired Qualifications:
  • Experience using the System for Electronic Rate and Form Filing (SERFF) software program.
  • Experience analyzing, researching, or applying the provisions of the Affordable Care Act (ACA).
  • Two years of experience drafting, analyzing, researching, or applying the provisions of health insurance products, legal contracts, rules, or laws.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
