The City of Tacoma's Environmental Services Department is recruiting for a Regulatory Compliance Analyst in the Environmental Programs Group.

The City of Tacoma Environmental Service Department is responsible for the maintenance and operations of the solid waste, stormwater and wastewater utilities. City of Tacoma is seeking two intermediate-level Regulatory Compliance Analysts to join our team. The Regulatory Compliance Analysts will be part of a team that is responsible for overseeing Tacoma's compliance with the National Pollutant Discharge Elimination System (NPDES) Phase I Stormwater Permit and other stormwater related programs including environmental permitting for Environmental Services' construction, maintenance and restoration projects. The ideal candidates will have an understanding of stormwater management, Regulatory Compliance requirements, experience in implementing compliance programs, federal, state, and local permitting requirements, knowledge of environmental/ecosystem function, and excellent analytical and communication skills. These two positions are within the Environmental Programs Group working with NPDES Stormwater Compliance and Environmental Permitting staff. The work of these two positions will be compliance activities related to Tacoma's Phase I Municipal Stormwater Permit, and environmental permitting for construction and maintenance projects and other stormwater related programs.
An employee in this class must exercise initiative and will be working with and supported by senior staff/supervisors on more complex issues.
The candidate should have prior professional work experience with, and will continue building further experience, training and development in the following areas:
  • National Pollutant Discharge Elimination System (NPDES) Stormwater regulations.
  • Underground Injection Control wells and associated Washington State regulations.
  • Environmental Regulatory Compliance, environmental systems management, and other stormwater related programs.
  • Federal, State and Local Environmental Permitting for Environmental Services' construction, maintenance, and restoration projects: EIS, SEPA, JARPA, HPA and Waste Disposal Assessments.
  • Environmental restoration projects, monitoring and maintenance methods, and ecosystem functions.
Regulatory Compliance Analyst Duties (associated with this position):
  • Analysis of stormwater permits and programs to ensure ongoing compliance.
  • Assist with coordinating with departments and staff throughout the City.
  • Participation in regional stormwater groups.
  • Assist with development and implementation of stormwater related programs.
  • Assist with developing technical resources related to stormwater permit compliance and environmental permitting for construction and maintenance projects.
  • Assist with planning, implementation and evaluation with environmental programs, and training city staff on plans, programs and responsibilities.
  • Assist with preparation of required environmental compliance reports and evaluation of the City's operations to ensure compliance with applicable regulatory requirements and permits.
  • Assist with environmental permitting needs of Environmental Services construction, restoration and maintenance projects including aquatic vegetation projects, Tacoma Smelter Plume Soil Management Plan, Waste Disposal Assessments.
  • Develop and manage Environmental consultant contracts for permitting assistance and habitat assessment services including wetland delineations. Review and approve consultant outputs.
  • Assist with coordinating work with various partner agencies and community groups through planning and development of community outreach and engagement programs, specifically as related to the Municipal Stormwater permit and stormwater management activities.
  • Assist with communication and work on projects with other City departments and personnel, governmental and private agencies, consultants, contractors, vendors, and community members.
  • Study, analyze and evaluate statistical and technical information and data associated with environmental projects/programs related to the stormwater utility.
  • Gathers, compiles and analyzes data; creates technical reports; Assist with interpretation and implementation of regulations; analyzes data to ensure permit compliance.
  • Assist in a various environmental projects and programs; coordinate and assist with various phases and functions of projects and related activities.

Physical Requirements and Working Conditions:
This is a professional environment with most activities occurring in an office setting with periodic field visits to active construction sites, existing stormwater facilities, or businesses.
Field work consists of in-the-field collaboration with private contractors and City Inspectors, providing tours of stormwater facilities, catch basin marking, discussions with businesses, and site visits with individual property owners and site managers.
Position may require driving, sitting, standing, walking or climbing.

Bachelor's degree in environmental science, natural resources, chemistry, biology or directly related field.
AND
2 years of professional environmental science or natural resources compliance, planning or mitigation work
*Equivalency: 1 year of experience = 1 year of education


LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS

  • Valid Washington State Driver's License required at time of appointment with maintenance thereafter.
TECHNICAL
  • Knowledge of: NPDES Stormwater Municipal Permits, Environmental technical and regulatory principles Federal, State and Local Environmental Permitting for Environmental Services' construction and maintenance projects (I.e EIS, SEPA, JARPA, HPA and Waste Disposal Assessments), and other stormwater related programs.
  • Knowledge of environmental and ecosystem functions and benefits.
ANALYSIS
  • Use data and information in a clear and rational process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions.
  • Gather, assemble, analyze and evaluate facts to draw logical conclusions, make proper recommendations and prepare clear, concise, and comprehensive written reports which require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.

  • Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation using current software and techniques.
  • Compile and maintain reports, records and various other forms of pertinent information in an organized and professional manner.
