Overview

The Head of Human Resources and Organizational Development is responsible for creating the organizational design for the HR and OD functions, as well as the compensation framework for standard and executive employees. This individual will take on responsibility for building and leading a strong and credible HR team by developing and motivating a cohesive culture that is able to produce optimal results and enables the business to achieve its long-term growth objectives. Base range: $215,000.00 - $260,000.00, bonus eligible. 


Responsibilities
  • Develops the framework for acquiring talent.  Ensures high quality employees are recruited in a timely manner and hired at the headcount levels and skills necessary to meet Credit Union requirements and service standards. Ensures the talent is in place to achieve the Credit Union’s vision, mission, strategy and goals.
  • Ensures that compensation market research relating to industry competitiveness, trends and best practices is developed, analyzed, presented and implemented.  Develops and directs the delivery of comprehensive compensation and benefits programs to coincide with the Credit Union’s compensation philosophy.  Responsible for design, implementation and maintenance of a competitive benefits package.
  • Ensures planning, development, implementation and administration of all Organizational Development related functions and programs for HVCU.  Ensures appropriate ROI and metrics are established and achieved.
  • Leads organization-wide succession planning process and develops appropriate talent pool to ensure adequate bench strength and succession planning to meet the needs of the Credit Union as it continues to grow.  Ensures the development, execution, planning and facilitation of strategies related to employee development efforts.
  • Establishes departmental Human Resources development and succession plans to ensure managerial depth within the Human Resources and Organizational Development areas.
  • Presents information and business plans with recommendations to the Board of Directors and Credit Union committee members (CRM) regarding all aspects of Human Resources and Organizational Development.
  • Creates, develops, recommends, administers and monitors Human Resources and Organizational Development policies, procedures and guidelines and ensures compliance with these policies, procedures and guidelines as well as with all applicable regulations, rules and laws.
  • Provides direction and counsel to senior management regarding Human Resources policies and procedures and State and Federal regulatory compliance requirements.
  • Develops and maintains a staff infrastructure that provides subject matter expertise, analytical and consultative support in regard to employee relations issues.
  • Represents the Credit Union in all Equal Opportunity, Affirmative Action and unemployment compensation matters.  Responsible for ensuring proper Affirmative Action Plan and EEO reporting.
  • Creates departmental budget and business plans and participates in the Strategic Planning process for management and Board approval.  Once approved, successfully implements departmental business plans and ensures all qualitative and quantitative metrics are achieved.
  • Oversees the implementation, quality and outcomes of the Human Resources information system.
  • Monitors industry trends and maintains current knowledge of applicable market and industry developments and regulatory requirements.
  • Adhere to all Credit Union policies, procedures, and regulatory agency requirements. Participate in all required and recommended training and development including, but not limited to, Bank Secrecy Act training (BSA) and demonstrate attained knowledge. Participate on Credit Union teams, projects and strategic initiatives when the opportunity arises. Perform additional duties and special projects as assigned.

  • Responsible for regular and predictable attendance including punctuality

Qualifications
  • Bachelor’s Degree in Business, Human Resource Management, or related field is required. 
  • Masters degree in Human Resource Management is preferred.
  • Minimum 10 Years experience leading organizational Workforce Planning & Talent Acquisition, Performance Management, Learning and Development, Employee Engagement, Compensation, and HRIS initiatives is required.
  • Minimum 8 Years of proven experience as an HR executive overseeing large teams is required.
  • Experience in mergers and acquisitions, including due diligence and integration is preferred.
  • Experience in a financial institution is preferred.
