Description
· Services include management and functions associated with Hazardous Waste disposal and all associated laws and regulations. Provide expert support for Hazardous Waste management and disposal to assure compliance with federal, State and local statutory and regulatory environmental management/compliance requirements and Department of Homeland Security/Coast Guard policies and instructions.
· Serve as the technical authority responsible for coordinating all aspects of Hazardous Waste management with each Coast Guard Facility, several Defense Reutilization and Marketing Offices (DRMO) and DRMO contractors.
· Visit CG units to prepare inventories, obtain waste information and conduct training in all aspects of proper waste management. Characterize all waste to identify contaminants, identify hazards and classify for disposal. Mark, label and prepare waste for accumulation, shipment and disposal in compliance with DOT and local requirements and in accordance with DRMO requirements and the DRMO disposal contract(s). Coordinate all turn-in activities with DRMO. Promptly identify and resolve deficiencies. Must have extensive prior experience preparing Environmental Compliance Cards and conducting multi-media Environmental Compliance Evaluations. Responsible for resolving all identified deficiencies.
Specific Assignments include but are not limited to:
1. Provide technical assistance and support to attain and maintain compliance with all Federal, State and local environmental regulations pertaining to all aspects of Hazardous Waste management and disposal. Ensure compliance with Department of Homeland Security and Coast Guard policies and instructions.
2. Prepare DD 1348s, waste profile sheets and hazardous manifests. Provide supporting technical information.
3. Perform site visits to Defense Logistics Agency offices and to CG facilities to facilitate processes through hands-on execution and training.
4. Provide expert in-house compliance assessments, identify deficiencies, and prepare and implement corrective action plans.
5. Prepare Environmental Compliance Cards and Standard Operating Procedures for all aspects of environmental compliance.
6. Facilitate and attend multi-media Environmental Compliance Evaluations in CA, OR and WA; including the use of CPTrack.
7. Design and manage special projects as assigned by the Division Chief.
Requirements
Experience with Hazardous Waste management procedures utilized by the Federal Government is
required.
Specific Environmental Specialist qualification requirements: Personnel required to perform
the services described in this Statement of Work shall meet the following minimum qualifications:
Education: Minimum of a Bachelor’s degree.
Knowledge of AutoCAD, Windows 10, MS Office, and Federal Government Contracting (Federal Acquisition Regulations.
