The position reports directly to Waste Operations Manager/Supervisor and/or assigned work lead. Responsible for both routine and non-routine processing of universal, Hazardous Waste at the Lawrence Berkeley National Laboratory and Hazardous Waste Handling Facility (HWHF). Applying basic EH&S principles, works with detailed instructions on routine work and new assignments. Task completion is generally reviewed by supervisor or work lead. Contact outside of immediate work unit is limited to routine EH&S matters.
DUTIES & RESPONSIBILITIES
Waste Management Technician (100%)
- Perform, waste work activities required to implement Lawrence Berkeley National Laboratory’s (LBNL) Waste Management Program as necessary and assigned to assure safe and compliant Waste Management group policies and procedures. In general, these activities are as follows, but are not limited to:
- Performs a wide range of routine and non-routine processes based on WMG procedures including; waste receipt/collection, transportation, storage, labeling, treatment, consolidating, inspecting and packaging to facilitate offsite shipment of hazardous and mixed wastes.
- Utilizing waste data management system and other tracking systems to package and lab-packs waste;
- Assists in completing Hazardous Waste profiles, manifests, and shipping documents, and maintains waste processing records.
- Conducts daily/weekly/monthly, etc. inspections of the facility, including vehicles, associated waste handling and safety equipment, and waste containers.
- Assists in waste minimization efforts by doing the following: optimizing consolidation of bulk wastes and lab packs, segregating non-hazardous and non-radioactive wastes, identifying recyclable materials, and recommending additional minimization measures.
- Processes and prepares packages and documents for special wastes, such as asbestos, contaminated soil, and recyclable materials as applicable.
- Assists in the development manifests and other shipping documents.
- Contributes to the development of operations-related waste management procedures.
- Assists with maintaining material, waste, and supply inventory in an organized, clean, and safe configuration.
- Evaluates and implements all required safety practices.
- Uses data management systems to review, update, and document waste inventories.
- Assists in inspecting and maintaining HWHF, vehicles, and equipment such as emergency showers, eye washes, spill kits, first aid kits, etc.
- Maintains DOT, RCRA and 40-hour HAZWOPER certifications.
- Conducts work in a safe and environmentally responsible manner.
- Interacts with all LBNL personnel in a courteous, professional, and service oriented manner to foster cooperative and productive environment.
- Post/label areas and items controlled for regulatory purposes.
- Provide basic support during preparation, packaging, and shipment/transfer of hazardous materials.
- Support Quality Assurance.
- Reports processing and work order accomplishments, contractor activities, non conformances, equipment and supply needs.
Marginal
- May support assessments, audits and other measures needed regarding incidents.
- Exercise judgment and initiative within defined procedures and practices and with supervisor oversight to determine appropriate EH&S action and work methods.
POSITION QUALIFICATIONS
Essential:
- Two years of related experience of work experience in Waste Management or similar field, e.g., Environmental Restoration or a combination of education and experience in which technical knowledge and principles are acquired.
- Education, or combination of education and experience, in which advanced technical concepts and principles are acquired.
- Good written, oral communication, mathematical, and computer skills. Demonstrated ability to communicate effectively, both verbally and in writing, with a wide variety of diverse individuals.
- Must be able to perform physical requirements of the position including approx. 2 hours per day sitting, approx. 4 hours per day of standing and/or walking. Some duties of this position require up to 1 hour per day of the following types of hand use: fine manipulation, keyboard/mouse use, simple and/or power grasping. Must be able to routinely lift and carry up to 50 lbs. Must be able to perform the physical aspects of waste handling including some routine squatting, kneeling, climbing, bending, and twisting.

- Follow work instructions from the technician lead, and the Technical Supervisor.
- Meet expectations for quality and quantity of work and provides ideas for improvement opportunities.
- Ensure safe and effective operations within relevant policies, regulations and procedures maintaining respectful work environment.
- Conduct all work activities in a safe and compliant manner as prescribed by LBNL’s policies and procedures.
- Complete work assignments on time, accurately, correctly, within scope and on target, as assigned by supervision, automated notification systems or person of authority.
- Maintain training, certifications and qualifications in compliance with the governing standard(s);
- Maintain scheduling tools, logs and other communicative documents/tools up to date (in real time) and reflective of actual/current conditions.
- Report time worked correctly and accurately.
- Report safety violations to appropriate EH&S groups and supervisor.
- Notify supervision/work lead if assignments are not able to be completed on time or within scope as assigned.
Authority (authority to):
- Stop work as discussed Institutional Duties and Responsibilities.
- Implement WM policies, procedures, and authorizations.
- Promptly intervene and correct undesirable waste and/or EH&S work practices.
- Report violations of other EH&S disciplines, in a timely manner.
- Provide guidance and recommendations to LBNL personnel regarding effective implementation of waste management policies and procedures.
