This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT: Anchorage Health Department (AHD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 825 L Street, Anchorage, AK 99501
Example of Duties
Research and identify potential grant funding sources to meet departmental funding priorities. Coordinate proposal development in collaboration with departmental programs. Review, edit, and contribute to writing grant applications ensuring compliance with funder proposal requirements. Administer grant acquisition workflows, protocols, and tools. Develop, write, and negotiate grants, contracts, and amendments to agreements with multiple agencies and contractors. Research, develop, and provide other administrative support for bids and request for proposals to meet the department's needs for contracted services. Oversee and monitor grants and contracts for compliance with agreement provisions and municipal, state, and federal laws. Ensure compliance with intent and/or purpose of related funds, regulations, laws and policies and procedures. Review and approve all requests for payment submitted by grantees and contractors and prepare payment request documents. Provide technical assistance to grantees and contractors as requested and required. Prepare and transmit information to other sections, divisions, departments, other municipal staff, and the public to facilitate the goals and objectives of the Grants and Contracts section. Other related duties may be assigned as needed which are necessary to support the department/division/section goals. Perform other related duties as assigned.
The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (AHD) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED or equivalent and six (6) years of professional administrative experience.
OR
Associate's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and four (4) years of professional administrative experience.
OR
Bachelor's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and two (2) years of professional administrative experience.
Preferences:
Experience in the administration and tracking of grant expenditures for a governmental or non-profit organization.
Prior grant acquisition and development experience.
Strong knowledge of purchasing and/or contract administration principles.

The minimum qualifications of the position must be met for preference consideration.
