Description
The California Public Utilities Commission's (CPUC) Transportation Licensing and Analysis Branch (TLAB) is seeking to hire a Graduate Student Assistant with background and interest in transportation to provide implementation, analytical, and research support on issues related to transportation network company (TNC, like Uber and Lyft) services, autonomous vehicles (AVs), and electric vehicles (EVs).
Under direction of the Transportation Analysis team's senior analysts and supervisor, the Student Assistant will conduct research and analysis that will contribute towards policy development and implementation of passenger transportation services and programs. Given the multidisciplinary nature of the team's work, the Student Assistant will be expected to work collaboratively across TLAB and will have the opportunity to engage with other divisions across the CPUC.
The TLAB Student Assistant will work primarily on the CPUC's AV program, with a focus on policy analysis related to equity, accessibility, and/or environmental issues associated with AV passenger service in California. The TLAB Student Assistant will also have an opportunity to conduct research and provide policy support for the Clean Miles Standard, the CPUC program overseeing reduction of greenhouse gas emissions from TNC's services through a transition to zero-emission vehicles.

Employment
This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Prerequisites
Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled in at least four-semester units or six quarter units for Graduate Students.
Students declared major must match the major(s) listed in the job posting.
Majors/Fields of Study
Public Policy; Government; Public Administration; City & Regional Planning; Transportation Policy, Planning, or Engineering; Law; Political Science; Environmental Science, Policy, or Engineering; Economics; Sustainability; Energy; and other related fields.
Work Schedule
Flexible workdays and work hours, Monday - Friday, between 8 AM - 5 PM. The final work schedule will be determined by the supervisor.
This position is primarily remote; the team meets every two weeks in the CPUC's San Francisco office and the intern would be expected to join.
Additional Work Schedule
Graduate Assistant employees generally work up to 24 hours per workweek (Sunday - Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).
Minimum Qualifications
  • General familiarity with and interest in Transportation Policy.
  • Ability to listen to others and communicate in an effective manner, including the ability to communicate complex ideas, thoughts, and facts in writing and orally.
  • Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex policy issues.

Preferred Qualifications
  • Intermediate Microsoft Office experience is preferred, including, but not limited to, Excel, SharePoint, and PowerPoint.
  • Experience with data analysis and visualization using a variety of data sources and data analysis tools (e.g., R, Python, Tableau, GIS, etc.).
  • Experience with developing actionable policy recommendations and communicating these recommendations to stakeholders and decisionmakers.
  • Familiarity with the Public Utilities Code, Public Utilities Commission General Orders, and/or the political and social issues affecting the CPUC.
  • Ability to look at situations from multiple perspectives and create outcomes-oriented solutions or recommendations using novel methods or processes.
  • Demonstrated ability to work independently and to take initiative to accomplish assigned projects by established deadlines.

Duties and Responsibilities
The following duties are performed under close supervision. The intern will assist with implementation of the CPUC's Autonomous Vehicle Program, primarily through completion of a project focused on AV policy development. The intern will also support general AV Program implementation and the Clean Miles Standard program.
Primary Workstream: AV Policy Development (70%)
  • Using a variety of internal and external data sources, evaluate the impacts of existing AV passenger service operations on equity, accessibility, and/or the environment.
  • Analyze potential impacts of expanded AV passenger service operations across different scenarios.
  • Conduct research and analysis on related policies in different jurisdictions or analogous industries.
  • Provide recommendations for future development of AV policy in the context of the CPUC's AV programs.
  • Deliverable: Prepare briefing and/or recommendation documents on the issues researched. Communicate findings to internal stakeholders and decisionmakers.

Workstream 2: AV Program Implementation (15%)
  • Assist lead analyst with research and analysis on issues related to the day-to-day implementation of the AV program.
  • Seek input from internal and external experts to inform research and analysis.
  • Prepare briefing and/or recommendation documents on the issues researched. Communicate findings to internal stakeholders and decisionmakers.

Workstream 3: Clean Miles Standard Policy Development (15%)
  • Assist lead analyst with research and analysis on issues related to the implementation of the Clean Miles Standard.
  • Seek input from internal and external experts to inform research and analysis.
  • Prepare briefing and/or recommendation documents on the issues researched. Communicate findings to internal stakeholders and decisionmakers.

Physical Requirements
Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.
Working Conditions
Work is performed in a hybrid office environment.
Employees will be required to work according to the current UEI remote workplace policy and sign a UEI telework agreement.
