Job description

Who We Are
Independent since its creation in 1947, Milliman delivers market-leading services and solutions to clients worldwide. Today, we are helping companies take on some of the world's most critical and complex issues, including retirement funding and healthcare financing, risk management and regulatory compliance, data analytics and business transformation.
Milliman invests in skills training and career development, and gives all employees access to a variety of learning and mentoring opportunities. Our growing number of Milliman Employee Resource Groups (ERG's) are employee-led communities that influence policy decisions, develop future leaders, and amplify the voices of their constituents. We encourage our employees to give back to their varied professions, including leadership in professional organizations. Please visit our web site (https://www.milliman.com/en/social-impact) to learn more about Milliman's commitments to our people, diversity and inclusion, social impact and sustainability.
The San Francisco Property and Casualty (SF P&C) practice, comprised of about 35 employees, focuses on applying advanced actuarial techniques and geospatial technology to develop innovative insurance products for traditional and start-up insurers, as well as the associated state regulatory rate filing support. We are thought leaders in climate change, artificial intelligence, telematics, and other leading-edge research. Within SF P&C, we work on some of today's most important insurance problems, including modernizing flood insurance and addressing wildfire risk, and we manage an insurance innovation accelerator known as Milliman Appleseed.
Milliman Appleseed (https://us.milliman.com/en/Products/Milliman-Appleseed) is an advisory organization licensed to submit loss costs, rating factors, and risk scores with state insurance regulators across the U.S. Many insurtech startups are offering new types of data and models that could transform how insurers price and measure risk. Often, regulatory approval and review can be costly, slow, and subject to significant uncertainty for an insurer that wants to incorporate an innovative product into its insurance rates. Milliman Appleseed solves this problem by offering guidance from experienced consultants and maintaining licensure for directly submitting rate and form filings in 47 states.
What You Will Do
SF P&C is searching for a Government Relations Consultant who can advise us on a permanent, part-time basis. Responsibilities will include:
  • Liaise with national trade organizations, insurtech vendors, insurance carriers, insurance regulators, legislators, and others.
  • Provide counsel on regulatory and legislative activities potentially impacting advisory organizations and Appleseed products. Keep Appleseed clients and stakeholders apprised of critical issues.
  • Work with actuaries to provide regulatory support to triage and respond to regulatory filing objections.
  • Assist in the review and negotiation of contracts between Milliman Appleseed, its insurtech vendor clients and its insurance carrier subscribers.
  • Identify and outline internal weaknesses related to corporate processes and procedures, and help establish and maintain robust data and governance risk frameworks to comply with legal requirements.
  • Coordinate market conduct compliance-related functions, and liaise with internal stakeholders.

What We Are Looking For
Professional Qualifications
  • Extensive professional experience in driving continuous improvement efforts through performance analysis, identifying needs and opportunities that impact growth and development, and tracking and advising on legislation and government activities
  • Familiarity with state department of insurance regulatory market conduct statues and regulations
  • Understand regulatory filing mechanisms and process procedures related to P&C insurance
  • JD or law degree
  • At least 10 years' relevant past experience working for an advisory organization, insurance company, state department of insurance, or similar
  • Available 7.5 to 15 hours per week, ongoing
  • Able to travel nationwide 15-20 days per calendar year

Personal Qualifications
  • Intellectual curiosity about the topics of risk, Milliman, and the work of our practice
  • Inspired to contribute to the success of a project and succeed as a team
  • Strong critical thinking, technical, and analytical skills
  • Enthusiasm for producing high-quality, professional work with accuracy and integrity
  • The ability to work collaboratively and organize various client needs in a fast-paced environment
  • The ability and willingness to clearly articulate questions and ideas
