Pay Range
$186,780-$238,080 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Senior Advisor for State Government Relations in the Office of Government and External Affairs (OGEA). In consultation with the OGEA Senior Director, Deputy Director, and Laboratory senior management, you will work to enhance the Laboratory’s profile and participation in state policy making by building and maintaining relationships with California State Government leaders in the executive and legislative branches and key related organizations. The Laboratory’s engagement priorities with the state of California are in support of a broad array of individual and team-led initiatives, and you will be responsible for helping the Laboratory manage and increase state engagement to maximum effect.
This position is based in Sacramento, CA, with regular travel to LLNL and throughout California expected.
You will
Be primarily responsible for the Laboratory’s State Government Relations operation, including proactively facilitating the development and implementation of comprehensive and strategic engagement plans while providing counsel and advice on challenging, critical and highly visible issues of strategic significance.
Coordinate with the OGEA’s federal, regional, and local government engagement operations as appropriate.
Develop and maintain close working relationships with key state elected officials and their staff in their Sacramento and district offices, including helping to educate State Government leaders about Laboratory scientific and technological capabilities that can support state policy making decisions.
Provide leadership in facilitating responses to executive and legislative branch requests for information regarding scientific, research or other related Laboratory programs and initiatives.
Identify, analyze, and resolve complex issues to meet key Laboratory goals and objectives.
Pursue opportunities for LLNL subject matter experts to provide testimony or information to help inform the policy making process.
Monitor the state budget process and help identify potential funding and partnership opportunities for LLNL programs and initiatives.
Help coordinate executive, legislative, and other associated stakeholder visits to the Laboratory.
Perform other duties as assigned.
Qualifications
Ability to secure and maintain a U.S. DOE Q-level security clearance, with Sensitive Compartmented Information (SCI) access, which requires U.S. citizenship.
Extensive experience in a state and/or regional government agency or Government Relations environment required.
Significant knowledge of California state executive and legislative structures, bodies, and processes, including expert command of the legislative and budget processes.
Demonstrated ability to apply the principles and concepts of building and maintaining effective relationships with external organizations to achieve institutional goals and objectives, including influencing and negotiating on matters of significance to the Laboratory.
Expert problem solving, decision-making skills necessary to independently advise, counsel, recommend, and develop solutions.
Ability to work independently or with minimal guidance, while closely coordinating with management and peers within your organization.
Ability to understand and effectively communicate the value of science, technology, and research to diverse audiences.
Experience tracking relevant policy developments.
Project professional bearing and strong political acumen.
Expert oral, written, and interpersonal communications skills.
Qualifications We Desire
Knowledge of state contracting and grant programs.
Knowledge of or experience working with Department of Energy and/or National Nuclear Security Administration organizations, and their mission, structure, policies, and procedures.
Knowledge of LLNL and its mission, structure, and programs.
Knowledge of Federally Funded Research and Development Center rules and regulations.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
