Overview
Summary of Responsibilities:
The PMO Governance & Reporting Analyst is responsible for assisting the long-term vision, development and maturation of the Project Management Office (PMO) Center of Excellence (CoE) and Community of Practice (CoP) to offer services to both the IT Department and the Enterprise. Is responsible for assisting with all aspects of the PMO's portfolio, program, and Project Management governance practices including associated methodologies, tools, and reports. Coaches and collaborate with key partners across the PMO and enterprise to promote awareness and adherence to the prescribed governance practices. This includes, but is not limited to, working independently and participating with team members to identify and recommend opportunities for improvement to the PMO governance standards and processes. Works with minimal supervision and is responsible for making a broad range of decisions, escalating to manager-level associates when necessary.
Responsibilities
Position Responsibilities:
  • Delivery of PMO Governance and Reporting
  • Executes on the Enterprise, IT Departmental and PMO visions, goals, priorities and values.
  • Assists with development of a Center of Excellence (CoE) and Community of Practice with the following responsibilities:

• Works with the leadership team in the development of the strategic direction for the program management delivery initiative for the Enterprise.
• Uses knowledge and skill in the PMO discipline to assist with building and maturing best practice program and Project Management methodology, tools, metrics and training across the enterprise.
• Uses knowledge and skill to assist with the building and maturing business analysis discipline using best practice business analysis methodology, processes, tools, metrics, and training for business case development, estimation, benefits identification, tracking and realization, requirements management life cycle, and analysis activities across the enterprise.
  • Assists with developing and driving execution of the governance and reporting strategy for the PMO, tracks progress and reports on status of governance and reporting work, maintains backlog of enhancements needed across all areas within governance and reporting scope.
  • Works with management to define, implement, communicate, and mature the PMO portfolio/program/project methodologies, ensuring alignment with and support of other governance processes, industry standards as well as applicable regulatory guidelines.
  • Works with management to align PMO Tools to the current state of the PMO methodologies and processes.
  • Plans and works initiatives effectively by delivering on committed value, dates, budget, scope and quality.
  • Provides meaningful solutions and possible alternatives as needed.
  • Drive for consistency of process, high quality of delivery, and rapid execution across the enterprise.
  • Leadership

• Mentors and coaches other associates in the PMO Governance & Reporting function.
• Proactively pursues self-development and improvement in delivery assurance skills on a control basis.
• Works with minimal supervision and is empowered to make an established range of decisions, escalating to the management when necessary and updating management on a regular basis.
• Establishes and maintains positive working relationships with associates and vendors at all levels.
• Establishes, fosters, and maintains working relationships with the client and other groups throughout the organization.
• Acts as a change agent across the enterprise for PMO services.
  • Contribute to PMO Operational Excellence

• Provides excellent customer service and seeks ways to improve the portfolio management process.
• Ensures adherence to IT and PMO standards, processes and alignment across W&SFG.
• Follows standards to negotiate effective agreements and ensure quality deliverables.
• Supports the day-to-day operations of W&SFG business and shared services units. Develops and meets service level agreements (SLA) and key performance indicators for applicable PMO services.
• Performs other duties as assigned by management.
Qualifications
Selection Criteria:
  • At least 10 years of experience assisting with the execution of program and Project Management and/or PMO governance and reporting.
  • Demonstrated ability to define, track, and report on metrics used to identify process outcomes and improve performance.
  • Proven ability to develop training materials and to train both business and IT associates in new processes.
  • Proven experience in mentoring and coaching in program and portfolio management governance, quality control tracking, process training, and metrics development and reporting.
  • Experience in assisting with the tailoring and implementing diverse program/project and development methodologies, including waterfall, agile and iterative.
  • Demonstrated use of strong listening, communication and presentation techniques. Verbal and written communications are to conform to proper rules of punctuation, grammar, diction and style.
  • Demonstarted ability to effectively process information from variuos sources for detailed analysis, recommendations, and decision making.
  • Proven successful experience on identifying moderate to complex problems, quantifying problems and providing effective resolutions.
  • Demonstrated experience leading and completing assigned tasks accurately and in a timely manner.
  • Proven analytical/problem-solving/critical-thinking skills.
  • Demonstrated adaptability when required to adjust to multiple demands/deadlines, shifting priorities, ambiguity and rapid change.
  • Demonstrated personal initiative to learn new skills and improve professional expertise.
  • Demonstrated attention to detail with excellent organizational skills, time management and the ability to prioritize workload demands for the team.
  • Proven high emotional intelligence, sound judgment, and Enterprise and team thinking.

Work Setting:
  • Works in an office setting and remains in an occasional stationary position for long periods of time while working at a desk, on a computer or with other standard office equipment, or while in meetings.
  • Continuously moves about to accomplish tasks, particularly moving from one building to another for meeting and collaboration sessions.
  • Continually performs an activity such as transcribing, viewing a computer screen and extensive reading. Visual acuity is required to determine accuracy, neatness and thoroughness of work assigned. Ability to make repetitive motions of the wrists, hands and/or fingers.

Educational Requirements:
  • Bachelor's degree in business, finance, computer science, or computer engineering.

Computer Skills and Knowledge of Hardware & Software Required:
  • Proficient skills in word processing, spreadsheet and presentation applications.
  • Proven skills in technical writing, flow charting and process modeling methods.
  • Proficient in Microsoft Office (Excel, Access, Word, Visio, MS Project and PowerPoint).

Certifications & Licenses (i.e., Series 6 & 63, CPA, etc.):
  • Project Management Professional (PMP) desired, not required.
  • Six Sigma Certification or demonstrated progress toward attainmant of certification desired, not required.

Position Demands:
  • Extended hours required during peak workloads or special projects.
