Perform senior-level professional work in the maintenance of the City's Geographic Information System (GIS). This position also involves the collection, formatting, creation and maintenance of spatial data, with an emphasis on utilities-based information (e.g. potable water, wastewater, and storm water). This position also requires map production using ArcGIS Pro, web application development using ArcGIS Portal, coordinating field collection efforts using ArcGIS Field Maps and documenting and training end-users in the use of applications. Work is performed under the supervision of the Engineering Director along with the GIS Manager and is evaluated through observation, report reviews, quality and effectiveness of work completed, and compliance with established policy and procedures.
Creates and updates GIS maps using ArcGIS Pro
Knowledge of Esri's ArcGIS Enterprise software and tools, including ArcGIS Pro, Portal for ArcGIS and Web AppBuilder.
Knowledge of water and sanitary sewer utility GIS networks, geometric networks, and Esri's Utility Network.
Skilled in versioned editing of tables, feature classes, and feature datasets in enterprise geodatabases.
Perform quality control checks via various GIS-related software such a Data Reviewer
Creates efficient ArcGIS Server map services for use in web applications.
Skilled in developing and supporting web GIS applications using ESRI Web App Builder, Story Maps, Field Maps, Survey 123 and ArcGIS Dashboard.
Conducts advanced spatial mapping analysis for specialized projects.
Uses global position system (GPS) equipment to collect and update asset information.
Read and interpret as-built, record, and other engineering documents and make appropriate edits to water, sewer, and stormwater data to include attribute and geometric updates from plans, record drawings, or incorporate data collected in the field.
Guide collaboration with team members for consistency in work products including establishing repeatable workflows and QA/QC processes
Maintain a working knowledge of software advances related to the geographic information system software and attends seminars, workshops, and training sessions as appropriate.
Serves as a technical specialist, staff advisor and consultant to the GIS Manager for varying types of projects, equipment, or program functions.
Prepares various reports and documents as required
Performs other related duties as needed and assigned.

The work is light work which requires exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force to lift, carry, push, pull or otherwise move objects. WORK ENVIRONMENT:
The work is generally performed in an office environment and involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences or commercial vehicles. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required.
MINIMUM REQUIREMENTS:
Any combination of education and experience equivalent to an Associate's degree in GIS, Geography, Computer Science, or related area
Four (4) years of government work experience implementing GIS solutions, preferably with a focus on potable water, reuse water, wastewater, and storm water.
Highly proficient in use of GIS-related software, products, and services to include experience with ESRI software, specifically ESRI ArcGIS Pro v2.x
GIS Application Experience to include Model Builder, Web App Builder, Story Maps, Collector, Field Maps, or Survey 123 within the ArcGIS Online Platform or Portal
Specific knowledge and understanding of water, wastewater, and stormwater utilities
Knowledge and understanding of land surveying data collection methods and software
Excellent written and verbal communication skills
Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with little direction
SPECIAL REQUIREMENTS:
- Possession of a valid North Carolina Driver's License.
