The City of De Pere is seeking a GIS Analyst. This position will assist with the ongoing maintenance of citywide Geographic Information System (GIS) data (with an emphasis on City utility data) with GIS software by developing, creating, maintaining, editing, updating, and analyzing spatial and non-spatial data. The GIS Analyst will also develop scripts and automation techniques to promote efficiency as well as utilize GIS data with various software packages to design, create, and update map-based outputs.
The typical work schedule is Monday - Thursday, 7:30 a.m. - 5:00 p.m. and Friday, 7:30 a.m. - 11:30 a.m. However, the City of De Pere recognizes the importance of its employees having a proper work-life balance and supports alternative work arrangements which include alternative work schedules, flexible scheduling, and remote work to help meet your lifestyle needs. In addition, new employees receive three weeks of vacation time and four floating holidays per year beginning on the first day of work (prorated the first year).
Salary: The full salary range for this position is $28.34 - $40.49 per hour, plus excellent benefits package. The anticipated starting salary is $28.34 - $34.01, depending on qualifications. The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program. Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance. Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee contributions.
Public Student Loan Forgiveness (PSLF) Program: The City of De Pere is a qualifying employer under the PSLF Program. The PSLF Program is a federal program that is intended to encourage individuals to work in public service by forgiving the balance of their federal student loans. To qualify, the individual must have made 120 qualifying payments while employed by a qualifying employer. Develop, update, edit, and maintain citywide utility data (stormwater, sanitary, and water) with GIS tools by processing various forms of GPS/Survey, digital, and hard-copy data.
Develop, update, edit, and maintain citywide spatial data (for various other departments) with GIS tools by processing various forms of GPS/Survey, digital, and hard-copy data.
Conduct data and spatial analysis and create GIS data for custom mapping requests, quality control, presentations, and distribution using GIS tools and methods.
Compose new maps and visualizations and update existing ones in collaboration with various City departments, as requested.
Prepare written documentation to communicate processes and procedures, including technical documentation explaining geoprocessing scripts.
Develop and improve GIS process efficiency using scripting such as Python, Model Builder, and Command Line.
Acquire data and information from various sources to develop the City's GIS database and for use in mapping projects to meet user needs.
Perform quality control procedures to ensure GIS database integrity.
Design, build, and maintain web applications using Esri software tools.
Conduct sUAS/drone flights for various City needs as an FAA Part 107 certified pilot, process and interpret collected imagery, and assist in drone software maintenance as needed.
Maintain prompt, predictable and reliable attendance. Maintain the ability to lawfully operate a motor vehicle.
Perform other duties as assigned.Considerable knowledge of GIS mapping software along with experience using geometric networks to maintain utility GIS data. Thorough knowledge of cartographic principles and procedures. Knowledge of the principles of GPS. Knowledge of PLSS and legal description interpretation methods.
Strong analytical skills and logical thought processes, with the ability to identify and solve complex questions with GIS. Skill in the operation of equipment needed to effectively perform the duties and responsibilities of the position, including plotters, scanners and modern office equipment.
Ability to monitor quality and accuracy of data and adhere to project timelines. Ability to work in a precise and effective manner. Ability to organize, schedule, and prioritize work. Ability to work independently. Ability to and pay close attention to detail. Ability to prepare a variety of documents including technical reports and maps with strong attention to cartographic principles and details, with ability to document procedures used. Ability to communicate effectively both orally and in writing with business representatives, elected officials, department heads, the general public, and other City employees with courtesy and tact. Ability to follow oral and written instructions. Ability to establish and maintain effective working relationships with staff and the public. Ability to collaborate and form partnerships with other departments, agencies, and municipalities to develop GIS capabilities and integrated land information systems. Ability to utilize a computer and required software. Ability to work the required hours of the position.
May be required to demonstrate minimum competency by successfully passing approved tests.MINIMUM REQUIREMENTS:
  1. Bachelor's Degree in GIS, Geography, Computer Science, or Engineering from an accredited college or university.
  2. Two to three years experience in GIS performing similar duties.
  3. Proficiency with ESRI ArcGIS software suite.
  4. Current FAA Remote Pilot Certificate (Part 107) or the ability to obtain one is desirable (training provided).
  5. Valid unencumbered Wisconsin driver's license and safe driving record.

A combination of education and/or experience may be considered.
