Work Arrangement: Hybrid- 2 – 3 days a week out of DC

 

 SUMMARY OF DUTIES:

The General ManagerWashington Union Station oversees all Amtrak activities within Washington’s Union Station (WUS) station facility, including Amtrak's tenancy and operation within its leased premises and Amtrak’s cooperation with its landlords and partner entities within the station Headhouse building and adjacent areas.  The GM is the primary point of contact for all internal and external stakeholders and has responsibility for developing and carrying out Amtrak’s strategy for WUS and overall coordination of multiple functions within the WUS complex. 

 

ESSENTIAL FUNCTIONS:

  • Function as primary point of contact for all matters related to WUS, including coordination between multiple Amtrak constituencies, and interfacing with external stakeholders.
  • Engage with internal Amtrak functions (e.g., Service Delivery & Operations, including Customer Service, Infrastructure Maintenance and Construction Services, and Transportation; Capital Delivery; Stations & Facilities, Amtrak Police Department, Commercial Revenue, etc.) to ensure seamless coordination of all activities within WUS.
  • Serve as the primary day-to-day interface for Union Station Redevelopment Corporation (USRC) leadership and work to strengthen Amtrak’s relationship with USRC and facilitate USRC objective to maintain and improve the station on behalf of all users.
  • Develop a strategic business plan for WUS that balances multiple objectives, including revenue generation, passenger service, and capital projects.
  • Build partnerships with station partners and tenants to improve collaboration and help achieve Amtrak objectives.  
  • Procure and manage third-party service providers.
  • Support Amtrak’s representative on USRC’s board of directors. 
  • Interface, as Amtrak’s primary point of contact, with external stakeholders, including, but not limited to, the Federal Railroad Administration (FRA), elected officials, government officials, media, and the general public on WUS matters.
  • Assist with preparation of presentations (written and oral) to Amtrak’s Board of Directors and other stakeholders and oversee compliance with all filing requirements.
  • Liaise with Amtrak’s Finance Department and other departments as appropriate to develop revenue, expense and capital budgets and grant and capital funding strategies.
  • Develop and implement tools to review and measure performance of Amtrak’s operations at WUS.
  • Perform other related duties as required.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Business, Engineering, or a related field, or the equivalent combination of education and training/experience.
  • Demonstrated experience simultaneously managing multiple projects of varying complexity.
  • Demonstrated knowledge of transportation facility operations and intercity passenger rail terminals.
  • Demonstrated knowledge of commercial real estate transactions.  
  • Demonstrated experience identifying process deficiencies and implementing improvements while controlling costs.
  • Advanced leadership and management skills with a proven ability to motivate others; effective writing, presentation, meeting, and interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills.
  • Demonstrated experience communicating orally and in writing internally and externally.
  • Familiarity with Microsoft Office Suite (i.e., Word, PowerPoint, Excel, Access).
  • Ability to travel 15%.

 

PREFERRED QUALIFICATIONS:

  • Master’s degree in a relevant field of study.
  • Industry experience in one or more of the following:
    • Transportation
    • Commercial Real Estate
    • Property Management
    • Facilities Management
    • Project Management

Physical Demands:

  • Constantly or frequently uses a computer keyboard, monitor, and mouse to perform a variety of tasks.
  • Constantly or frequently sits, stands, or walks; may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).

Mental Demands:

  • Constantly communicates, comprehends, and responds to verbal statements and instructions both orally and in writing.
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness in position.
  • Frequently resolves problems with conflicting priorities in cognitively demanding situations.
  • Frequently reads and analyzes hard copy and or computer screen material and writes reports as appropriate.
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.

Working Conditions:

  • Frequently works long hours and is required to be on-call and available on an emergency basis.
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Frequently handles multiple projects simultaneously.  
  • Frequently or occasionally travels throughout the region as required (e.g., via airplane, train, automobile).

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.

 

The salary/hourly range is $224,400 - $279, 900. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
