A DAY IN THE LIFE OF A GENERAL CLERK II

The position of General Clerk II provides administrative support services for our customer, the USDA Natural Resources Conservation Service (NRCS) across the State of Texas. Our customer provides products and services that enable people to be good stewards of the Nation's soil, water and related natural resources on non-Federal lands. Support is also needed to perform administrative and technical support services related to the flow of items associated with the easement contract process from application to obligation, payment and closeout. Our General Clerk will play an important role in supporting the NRCS mission.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES:
  • Assisting with preparation and review of modification documentation to ensure completed according to policy and contracting requirements.
  • Entering contract data into agency-specific software programs and prepare reports, including tracking Farm Bill contracts and technical service provider projects; reviewing/assembling documentation and certification required for contracts and payments; and drafting/finalizing contract administration letters and documents related to status reviews, contract implementation, contract modifications and potential cancellations or terminations.
  • Compiling supporting documents for payment requests, ensuring that payment requests comply with provisions of long-term contracting and are within obligated spending limits prior to submission of payment. Completing and uploading all supporting documents for payments and obligations, including reviewing payment requests and verifying payment documents to ensure complete information is provided and all data is added to the files or matched properly.
  • Compiling required documentation, scheduling meetings, following up with producers and obtaining signatures.
  • Assisting in the developing multi-year plans, business plans, various program and/or activity plans, including securing information from appropriate staff members and ensuring that activities are properly tracked, documented and recorded, or filed. Maintaining workload database, monitoring and generating reports on workload progress.
  • Maintaining correct vehicle logs, returning vehicles with gas if instructed, completing defensive driving course, immediately notifying appropriate point of contact of any vehicle infractions, as well as administering and/or maintaining WEX pins.
  • Creating mailings with correct addresses, including proper punctuation/grammar and sending in a timely manner.
  • Answering calls quickly and proficiently on government phone system, correctly routing calls, gathering sufficient and correct information when recording calls, provides appropriate information to callers and recipients and do not disseminate sensitive information.
  • Completing copying projects correctly and in a timely manner, including collating, stapling and in correct order.
  • Assisting in the development of the government's filing plan, which incorporates applicable agency rules/directives, clearly labeled files, following comprehensive SOPs to ensure files are consistently managed, filing documents in a timely manner to ensure files are up to date.
  • Proficiency with MS Word and government software, proper merging of information, formatting, spelling, including following government correspondence rules and directives, correctly transcribing information from various media sources and in an efficient, timely and cooperative manner.
  • Properly creating, manipulating, maintaining and analyzing spreadsheets, completing tasks in a timely manner, including saving sheets in versions and files as directed by customer.
  • Providing service in a flexible and efficient manner to meet customers' needs, ability to adjust priorities appropriately, ability to meet deadlines, while maintaining a friendly and helpful demeanor, including getting along with coworkers and customers and addresses questions correctly.
  • Quickly addressing priority/non-routine assignments in the time requested and accurately completing work product.
  • Acting, professional attire and speaking in an appropriate way for an office work environment, including not exhibiting behavior like gossiping, cursing, being loud or being inappropriate, talking on a personal cell phone or conducting personal business during work time.
  • Demonstrating proficiency with NRCS programs such as ProTracts and OMS.
  • Attending required planning and area meetings (if approved), taking notes and distributing among participants if requested.
  • Distributing mail quickly and correctly. If requested, address and mail packages and envelopes appropriately, using the cheapest available postage (unless otherwise directed by the customer) and sending on a timely basis.
  • Time is accurately documented and submitted when due.
  • Refrain from accidents, or incidents, due to carelessness or neglect. Do not lift over 25 pounds or beyond ability.
  • No disclosure of confidential information is allowed, including locking computer and filing cabinet(s); putting away documents when not at desk, do not discuss PII while others are present or over the phone with unapproved third parties.
  • Other general administrative duties include typing, data entry, scanning, photocopying, preparing mailings, preparing spreadsheets and processing items for shipment.
  • Providing support to NRCS field personnel with investigations and surveys, document preparation, updating technical guide standards, statements of work, job sheets, conservation planning tools and preparing final form reports for signature and approval by NRCS personnel.
  • Assembling packets of program related information in both hard copy and electronic forms, including following up as necessary to ensure completed packets.
  • Receiving incoming phone calls for the agency and greeting visitors in a professional manner, taking detailed messages and/or referring callers and visitors to the appropriate section or staff. Acting as the point of contact for internal and external customers.
  • Preparing, drafting and reviewing correspondence.
  • Organizing and maintaining both electronic and hard copy records and files.
  • Supporting the research, creation and editing of presentations in both digital and hard copy formats.
  • Supporting multiple grant and contract program lifecycles including, but not limited to:
    • Interface with web-enabled applications used to streamline the application and contracting process for conservation programs.
    • Ensure protection of Personal Identifying Information (PII).
    • Review and cross-check applications for accuracy and completeness.
    • Support landowners/operators with application completion and submittals.
    • Use checklists to ensure complete application packets are submitted.
    • Compile review documents and report problems.
    • Process payments, review contracts to process and coordinate with staff regarding payments that are ready.
    • Review documents against checklists to facilitate payment preparation.
    • Update forms.
    • Support contract modification process.
    • Utilize document management systems.
    • Follow up to ensure approval or coordinate questions and answers.
    • Provide contract case file support.
    • Assist with audit requests.
    • Perform quality assurance reviews.
    • Process waiver requests and cancellation/termination letters.
    • Run monthly and yearly reports as directed.
    • Support compliance reviews and perform compliance sample daily tasks.
  • Other duties and tasks as assigned.

QUALIFICATIONS FOR GENERAL CLERK II

  • High School degree or equivalent required, college and/or commensurate experience of one and one-half (1-1/2) years preferred.
  • One (1) to two (2) years or more relevant experience supporting an organization in an office setting servicing the public.
  • Ability to plan, organize and coordinate office activities.
  • Skill in operating computer hardware/software, phones, printers, copiers and other office machines to carry out day-to-day work.
  • Skill in performing office related duties for an office such as providing assistance to walk-ins, answering phones, directing calls, taking messages and announcing arrivals.
  • Knowledgeable and experienced in general office procedures, such as preparing reports, spreadsheets and filing.
  • Ability and professional skills to respectfully and efficiently assist in communications with internal and external executives and top management personnel.
  • Knowledge of policies and procedures governing correspondence management.
  • Proficiency in the use of the Microsoft Office Suite (Word, Excel, Access, Outlook, PowerPoint).
  • Proficiency in use of Adobe Acrobat Professional.
  • Skilled in the use of Excel to sufficiently analyze information and produce reports.
  • Must be able to utilize Microsoft Outlook and internet browsers such as Internet Explorer, Google Chrome and Microsoft Edge.
  • Knowledge and experience in operating small office machines such as calculators, fax machines, scanners and copy machines.
  • Must be capable of working independently.
  • Must read, write, speak and understand English fluently.
  • Must be able to successfully pass a National Agency Check (NACI) or Office of Personnel Management (OPM) National Security (NS) community background investigation.
  • Possession of a valid driver's license.
  • Must maintain a state driver's license and be willing to assist others in delivering vehicles to garages for repair and servicing.
  • Ability to pass background check and pre-employment drug screening.
